Waterstone Financial owns WaterStone Bank, a community bank with 14 branches in Milwaukee, Waukesha and Washington counties, Wisconsin (about $2.26 billion in assets at the end of 2025), and Waterstone Mortgage Corporation, which originates home loans through offices in 24 states and sells most of them. The bank earns net interest income; the mortgage arm earns sale gains, which is where the business swings with the housing cycle. In 2025 the company earned $26.4 million, but the mortgage segment contributed only $1.4 million of that (the same as 2024), so today's earnings rest mostly on the bank. How we measure earnings. We start from operating cash flow and remove two things. First, the swings from loans held for sale: a mortgage lender's cash flow rises and falls with how many loans it has originated but not yet sold, which says nothing about lasting earnings. Second, stock compensation and premises spending, which we treat as real costs. On this basis, earnings per share over the last ten years were about $1.11, $1.05, $1.03, $1.33, $2.92, $2.59, $0.85, $0.39, $0.93 and $1.32 (2016 to 2025). We exclude 2020 and 2021 from the reference level because the pandemic refinancing boom (mortgage volume roughly double normal) produced profits the business has not repeated. We keep 2023, the weakest year, because it is a real product of the cycle. The median of the remaining eight years is about $1.04 per share, and we use $1.05 as normal earning power. Share count has fallen from about 27 million to 17.9 million through buybacks, so older years are on a bigger share base; we do not credit any further buyback benefit. Growth check. Earnings per share rose about 42% in 2025 ($0.93 to $1.32), but that was a recovery from a weak 2024, and in the same year the mortgage segment's sale margin narrowed and originations fell 4.6% to $2.05 billion as competition increased. We therefore assume no growth in year one: the base case starts at $1.05, below the 2025 actual. We credit no growth thereafter, because nothing contracted or repeatable supports it: the mortgage business depends on housing volumes and rates, and the bank has no signed growth we can point to. Base case, about $14.45 per share: $1.05 a year for 30 years, discounted at 6%, and nothing assumed after that. The evidence for persistence is a bank with a stable local deposit base and low problem loans (non-performing loans of 0.37% of loans at the end of 2025 versus 0.34% a year earlier). Bear case, about $6.31: earnings settle at $0.55 a year for 20 years, then stop. This is built from disclosed facts: 2023 earnings were $0.39, the mortgage sale margin fell 1.0% in 2025 as management cited stronger competition, and the company funds itself with deposits and Federal Home Loan Bank borrowings, which raised borrowing costs in 2023. Nearly all of the bank's home loans are secured on Wisconsin properties, so a local downturn would hurt. Bull case, about $18.17: 2025 earnings of $1.32 per share hold for 30 years. This does not assume a boom; it assumes the level already earned in 2025 under current conditions simply persists. What would make this wrong. If mortgage banking turns into a persistent loss-maker (it currently just breaks even), or credit losses rise well past today's low levels, earnings would fall toward or below the bear case. Conversely, a housing recovery is not in our numbers. Items we could not fully verify: the company's most recent quarterly report (June 2026) was not available to us in the filing set, so this analysis rests on the December 2025 annual report.
