Provident Financial Holdings is the small holding company for Provident Savings Bank, a Riverside, California-based thrift that gathers retail deposits and lends primarily against multi-family, single-family and commercial real estate across the Inland Empire and other Southern California counties. The bank exited its wholesale mortgage-banking business (through its Profed Mortgage subsidiary) by around fiscal 2020, and this analysis is based on the smaller, simpler retail-thrift business that has existed since then — earlier years, when a large mortgage-banking fee business was being wound down, describe a different company and were not used to set the earnings level. Owner earnings for a bank are built a little differently than for an industrial company. Rather than starting from operating cash flow — which for this bank swings wildly from year to year with loan-sale and loan-purchase activity tied to the now-discontinued mortgage business, and says little about ongoing earning power — we start from net income, add back the provision for credit losses net of actual loan losses, add back depreciation and amortization, and subtract stock compensation and premises/equipment spending. Provident's loan book has had essentially zero net charge-offs in fiscal 2024 and 2025 (confirmed in the filings' asset-quality tables), and the provision line has actually been negative (a net release of loan-loss reserves) in most of the last five years as the allowance was brought down to about 0.6% of loans — a level that leaves little further room for future releases. On this basis, owner earnings per diluted share over fiscal 2021-2025 (the five years since the mortgage-banking exit) ranged from about $0.90 to $1.17, with a median of about $0.96; that is our starting point for value. Fiscal 2025 owner earnings fell about 13% from fiscal 2024, driven mainly by an 8% increase in salaries and benefits (higher incentive compensation, group insurance costs) that outran net interest income growth and pushed the efficiency ratio from about 73% to 79%. Nothing in the filings points to that cost growth reversing on a specific date, so the base case starts fiscal 2026 owner earnings down roughly in line with that trailing decline rather than assuming an immediate rebound. Base case (median outcome): owner earnings keep falling for another year or two as expense growth continues to outpace revenue, then stabilize and grow at a modest 1.5-2% a year as the cost base catches up. Beyond year 10 we model earning power as a level perpetuity growing about 1% a year — a bank's earning assets (deposits, loans) renew themselves indefinitely as long as it keeps operating, unlike a business built on an expiring patent or contract. Bear case (roughly a 1-in-10 downside): the current expense pressure does not ease, Southern California commercial-real-estate and multi-family credit quality deteriorates enough that the bank has to start rebuilding reserves instead of releasing them (reversing several years of earnings tailwind), and margins stay compressed. Owner earnings drift down to roughly $0.65/share by year five and hold flat after that. Bull case (roughly a 1-in-10 upside): expense growth moderates, net interest margin keeps improving, and the bank's very large capital cushion (equity is roughly 10% of assets, well above regulatory minimums) supports continued below-book-value share buybacks that compound per-share value. Owner earnings grow at a mid-single-digit rate for several years before settling into about 3% annual growth, with 1.5% perpetuity growth beyond year 10. On these cases, the shares appear worth roughly $11 in the bear case, $16-17 in the base case and $27 in the bull case. In both the base and bull cases, the value attributable to years beyond the explicit 10-year forecast is a majority of the total (about 62% in the base case, roughly two-thirds in the bull case) — typical for a stable deposit-funded bank with no dated product-expiry risk, but it means the valuation leans heavily on the bank continuing to operate profitably indefinitely rather than on near-term cash flow, which is worth keeping in mind. Given the spread between the bear and base cases, the margin-of-safety price is set meaningfully below the base-case estimate — around $13/share — to leave room for a worse-than-expected outcome. No additional business condition needs to be met first. One item that could not be fully reconciled from the cash-flow statement alone: reported operating cash flow in most years is dominated by loan-sale and loan-purchase activity tied to the now-discontinued wholesale mortgage business, which makes it a poor guide to ongoing earning power for this company. We relied on the income-statement-and-reserve-based approach described above instead, which is the more standard way to estimate owner earnings for a bank of this kind.
