Fulgent Genetics runs medical testing laboratories in the United States (precision diagnostics, anatomic pathology and BioPharma testing services) and a small drug-development unit working on two drug candidates, FID-007 and FID-022. The 2020 to 2022 profits came from COVID-19 testing: revenue was $992.6 million in 2021 and $619.0 million in 2022, then fell to $289.2 million in 2023, $283.5 million in 2024 and $322.7 million in 2025. First-half 2026 revenue was $156.5 million, against $155.3 million a year earlier. We treat the COVID years as a different business and judge the company from 2023 onward. What the business earns. We measure owner earnings as cash from operations, less the swings in receivables, payables and taxes, less stock compensation, less the part of capital spending needed just to stand still. On that basis owner earnings per share were negative $1.35 in 2023, negative $1.81 in 2024 and negative $1.66 in 2025, so the three-year median is negative $1.66. The 2025 loss per share narrowed about 8% from 2024. Those figures already include interest on the company's investments: $30.9 million of interest income in 2025 (about $25.8 million once discount accretion that has not yet been received in cash is removed). Without that interest, the operating business consumed roughly $58 million in 2023, $81 million in 2024 and $77 million in 2025. Accounting choices that matter. Cash from operations in 2025 was negative $101.6 million, mostly because the company spent $99.6 million in cash buying Investment Tax Credits, which shows up in the income tax line of the cash-flow statement; we treated that as a tax-related timing item and did not count it as a recurring cost. Stock compensation ($39.6 million in 2025) is counted as a real cost. Bad-debt provisions are also counted as a real cost. The $120.2 million goodwill write-down in 2023 and the roughly $8 million a year of acquired-intangible amortization are non-cash and are added back, and we did not raise any case because of them. The company also took further impairment charges of about $10 million in each of 2024 and 2025, also non-cash. The cash pile. The company has only $2.4 million of notes payable and had $705.5 million of cash and marketable securities at the end of 2025. By June 30, 2026 that had fallen to about $551.3 million, after $63.9 million spent repurchasing about 4.1 million shares, $55.6 million of cash acquisitions and the cash used by operations. With 27.5 million shares outstanding at late July 2026, that is about $20 per share. How we built the three cases. Each case is the cash and securities today, minus the present value (at a 6% discount rate) of the operating losses the company keeps funding out of that cash, with the investments earning about 4% (2025 interest income of $30.9 million on an average balance of about $767 million). The story ends when the cash is gone, because we can find nothing in the filings that turns the business profitable, and we assign no value to what we cannot name and evidence. - Bear, $1.11 per share: the operating loss runs at the first-half 2026 pace. Operating loss for those six months was $70.7 million versus $39.5 million a year earlier; cash from operations of negative $16.7 million, less $18.5 million of stock compensation and $9.1 million of capital spending, and excluding $15.1 million of interest income, gives roughly $59 million of operating burn per half, or about $120 million a year. The cash lasts about six years. - Base, $1.66 per share: the operating loss stays at the 2023 to 2025 median of about $77 million a year, with no improvement assumed in year one even though 2025 improved slightly over 2024, because the first half of 2026 moved the other way. The cash lasts about nine years. - Bull, $2.08 per share: the burn is the 2025 level of about $77 million less the $14.5 million professional liability accrual and $1.9 million of acquisition costs the company excluded from its own adjusted results in 2025, or about $60 million a year. The cash lasts about twelve years. What we did and did not credit. Precision diagnostics revenue grew 27% in 2024 and 13.5% in 2025, and the gross margin rose from 36.1% in 2023 to 40.6% in 2025, but revenue was flat in the first half of 2026 and the operating loss widened, so we credit no growth or margin gains. The FID-007 Phase 2 trial in head and neck cancer is expected to have a full data readout in the second half of 2027; we give the drug programs no value because nothing is approved or contracted, while the cost of running them is in the losses above. Risks named in the filings. The company has received a Department of Justice civil investigative demand under the False Claims Act about medical necessity, billing and the Anti-Kickback and Stark laws, and certain executives and employees received such demands as well. It also faces a federal audit of the roughly $548.9 million of COVID-19 testing reimbursements it recorded under the government's Uninsured Program. The company has recorded no liability for these matters, and their size cannot be estimated from the filings, so they are not in the numbers; a large penalty would reduce our figures. In 2025 it did accrue $14.5 million for a professional liability settlement, which is part of the 2025 loss. What would make this wrong. Our values are far below the roughly $20 per share of cash and securities because the cases assume management keeps funding losses until the cash runs out. If management instead cut the losses sharply, returned the cash, or wound the business down, shareholders would get much more than these cases show. We do not count that because nothing filed says it will happen. The text of the June 2026 quarterly report was not available to us, so the reason for the wider first-half 2026 loss could not be confirmed; we used the reported figures only. The margin-of-safety price of $0.90 sits below the bear case value to leave a margin of safety against the unquantified legal exposure and the widening losses.
