Burlington operates 1,212 off-price department stores (as of January 31, 2026) in 46 states, Washington, D.C. and Puerto Rico, selling in-season apparel, home goods and coats at up to 60% below other retailers' prices. It has added roughly 80 to 100 net stores a year recently (opened 113 and closed 9 in fiscal 2025) and plans about 110 net new stores in fiscal 2026. How we measure earnings. We start from operating cash flow, remove swings in inventory, receivables, payables and similar working-capital items, subtract stock compensation as a real cost, and subtract the part of store and equipment spending needed to keep the business running (spending tied to sales growth is treated as growth spending). On that basis, earnings per share were $1.76 in fiscal 2025 (up 56% from $1.12 in fiscal 2024), $4.38 in fiscal 2023 and $1.38 in fiscal 2022. We use fiscal 2022 to 2025 as the normal-earnings window (median about $1.57 per share). Fiscal 2020 (pandemic closures, a loss) and fiscal 2021 (the rebound year) are excluded as distorted. A key judgement: fiscal 2024 and 2025 capital spending of $880 million and $1.06 billion includes about $464 million in fiscal 2025 for distribution centers (the purchase of a California center and the build-out of one in Georgia). Our method treats most of it as ongoing cost, which holds today's earnings level down. The company plans about $875 million of spending in fiscal 2026, including about $420 million for stores, and in the first half of fiscal 2026 spending was $532 million versus $589 million a year earlier while operating cash flow rose to $335 million from $151 million. We regard that as encouraging but not yet enough to raise the base level. Base case, $38.50 per share. Earnings start at about $1.57 and grow 6.5% a year for five years, then 3% a year for five more, then stay flat. Year one growth is well below last year's 56%, so no reversal of a slowdown is assumed. The only growth credited is new stores at the pace Burlington has sustained for years and funded from its own cash (about 100 net stores a year on a base of 1,212, at or below its recent rate and tapering). We do not credit sales-per-store gains, margin improvement, or the company's longer-term store targets. Beyond year ten, we assume earnings simply persist, because a low-price retail model has earned money in every year except the pandemic year, but we add no further growth. Bear case, $18.70 per share. Earnings stay at $1.12 per share, the fiscal 2024 low, with no growth and no benefit from new stores. This reflects real, disclosed pressures: new import tariffs that began in 2025 and uncertainty over their refund after the Supreme Court's February 20, 2026 ruling, plus about $2.0 billion of debt including convertible notes due 2027 (the interest cost is already in the cash flows). Shareholders here still retain a positive value. Bull case, $75.90 per share. Capital spending settles toward the lower fiscal 2026 plan as the distribution-center build finishes, lifting earnings to about $2.80 per share. They then grow 8% a year for five years and 4% for five years on continued store openings, then flat. What could make this estimate wrong: a consumer pullback or tariff costs that Burlington cannot pass on would push results toward the bear case; conversely, if the distribution-center spending proves to be one-time, earnings would be higher than our base level. The earnings figures are computed from the filings; we did not use company-adjusted figures.
