Business condition attached to the margin of safety A signed and announced commitment to keep cash rather than spend it on development: a sale of the company, a wind-down with a distribution to shareholders, or a partnership that pays a non-refundable upfront large enough to fund the programs.
Actinium Pharmaceuticals is a New York-based developer of radiation-carrying antibody drugs for blood cancers and solid tumors. It has never sold a product. Its programs are Iomab-B (a conditioning agent given before bone marrow transplant), Actimab-A (an actinium-225 drug for acute myeloid leukemia and myelodysplastic syndrome, largely run through a research agreement with the National Cancer Institute), Iomab-ACT, and ATNM-400, a solid-tumor candidate that is still in animal studies. What the business has actually earned. Over the last ten years the company has lost cash every year, typically $22 million to $49 million a year after counting stock-based pay as a cost. In 2025 it lost about $34 million ($1.08 a share) on that basis. The only large cash inflow was a one-time $35 million upfront payment in 2022 from Immedica, which licensed Iomab-B for Europe, the Middle East and North Africa. We treated that payment as a one-off and kept it out of the yearly earnings record. In June 2026 Immedica said it would not seek approval for Iomab-B in its territories. Actinium kept the money and booked it as revenue, so the second quarter of 2026 shows a $28 million profit. That profit is an accounting entry. No new cash came in. Earlier, the FDA said Iomab-B needs another trial before it can be approved. What the company has. At June 30, 2026 it held $36.5 million in cash and no debt. Current liabilities were $9.3 million and lease obligations about $1.9 million. That leaves net current assets of about $28 million, or roughly $0.90 a share on 31.4 million shares. Spending has come down: operating cash outflow was $11.0 million in the first half of 2026, and administrative costs fell by about two-thirds from the year before. At that pace the cash lasts until about late 2027. The data readouts management expects in 2026 and 2027 fall close to that point. How we value it. We value only what can be tied to evidence today. No program has an approval, a signed commercial partner or any product revenue, and the one partner that paid for Iomab-B has just walked away. So we give the pipeline no value in any case. That is not a forecast that the trials will fail. Their success simply cannot be shown yet. The shares are therefore worth whatever cash is left for today's owners after the spending. Bear case ($0.00): the company keeps spending at its long-run pace, and the cash runs out in 2027 before any program earns money. New money then has to be raised or the company wound down, leaving nothing for today's shares. The company has no debt, so the value stops at zero and does not go below it. Base case ($0.05): spending stays near the reduced 2026 pace, with the National Cancer Institute covering part of the Actimab-A trial costs. The cash is still largely used up by the 2027 readouts, and only a few cents a share are left. This matches the company's 15-year record of spending all the capital it raises on development. Bull case ($0.40): the 2026 cost cuts hold and the company stops heavy spending at the 2027 decision point with about half of today's net cash still on hand, roughly $14 million. That cash then reaches shareholders through a sale, a merger or a partnership. A new licensing deal would add more, but none is signed, so none is included. Listing: the company is below NYSE American's shareholders' equity standards. The exchange accepted its plan to regain compliance by November 27, 2027. The $35 million accounting entry lifted equity to $30.3 million at June 30, 2026. At the current rate of losses, equity would fall back below the exchange minimum during 2027 unless the company raises money. What would change our view: an approval, or a signed partnership that pays cash upfront, would give real value to a program. The cash-preservation steps described in the business condition would make today's net cash, about $0.90 a share, the basis for the value. Until one of those happens, price alone does not establish a margin-of-safety price, because the company's cash is committed to spending with no evidenced payoff.
