OPTICAL CABLE CORP (OCC) stock intrinsic value fair value estimate & owner earnings analysis

-$2.03 $4.37
bear -$2.03 base $1.96 bull $4.37 margin of safety $0.98 market price* $12.91
Business condition attached to the margin of safety At least three consecutive fiscal quarters of positive owner earnings (operating cash flow after stripping out working-capital swings, stock compensation, and maintenance capital spending) together with gross margin sustained at or above 30%, confirming that the fiscal-2025 margin recovery and the Lightera partnership are producing durable profitability rather than a one-time rebound from an unusually weak fiscal 2024.
Optical Cable Corporation (OCC) is a Roanoke, Virginia-based manufacturer of fiber-optic and copper cabling and connectivity products, selling into enterprise/data-center, wireless-carrier, industrial, and specialty military end markets. It is a small, capital-light manufacturer (about $73 million of revenue in fiscal 2025) competing against much larger cable makers. We build owner earnings from operating cash flow, after removing the swings created by working-capital timing, stock-based compensation, and the portion of capital spending required just to grow (as opposed to maintain) the business. Over the last ten fiscal years (2016-2025), that measure has been extremely volatile and, on a median basis, essentially break-even to slightly negative - about -$0.06 per share. It reached roughly $0.31-$0.36 per share in the best years (fiscal 2018 and fiscal 2021), and fell to -$0.59 to -$0.60 per share in the worst (fiscal 2019, 2020 and 2024). That pattern reflects a company whose overhead cost base, relative to its size, has made consistent profitability hard to sustain: SG&A ran to roughly 31% of sales in fiscal 2025, leaving little cushion even when gross margin recovers. There are encouraging recent signs. Gross margin improved to 30.9% in fiscal 2025 from 27.3% in fiscal 2024, and revenue grew 9.5%. In July 2025, OCC entered a strategic collaboration with Lightera, LLC, which purchased a roughly 7% equity stake for $2.0 million and combined portions of its product portfolio with OCC's to expand data-center and enterprise offerings. The improvement has carried into the first half of fiscal 2026, with net income turning positive even as revenue grew further. We weighted year one of our base case only modestly ahead of the depressed fiscal-2024 level, rather than assuming the full pace of the fiscal-2025 rebound continues, since a couple of quarters is not enough to confirm a new, durable level of profitability. We valued OCC before considering its price, using a flat 6% discount rate and a ten-year explicit forecast. Our bear case assumes the fiscal-2025 margin gains prove hard to hold against tariff-driven input cost pressure (copper and resin are the largest cost of goods) and pricing competition from far larger rivals, and that OCC's largest customer relationship (18.3% of fiscal 2025 revenue, with no long-term contract disclosed) weakens. SG&A, largely fixed at OCC's scale, does not flex down with revenue, and owner earnings stay negative through most of the decade. Because OCC carries meaningful leverage - it draws heavily on a revolving credit facility for working capital (over $73 million drawn and repaid during fiscal 2025 alone) against a thin cash balance ($238,000 at fiscal year end, and lower since) - a sustained period of negative owner earnings would draw down an already-shrinking equity base (stockholders' equity fell from $24.7 million to $16.5 million over the last two fiscal years). In this case, the value of the equity is negative - on the order of $2 per share below zero - meaning the business would be worth less than nothing once its ongoing cash needs and debt-funded working capital are accounted for. Our base case assumes the fiscal-2025 margin recovery holds near current levels, revenue grows modestly, and the Lightera collaboration provides some incremental scale without materially changing OCC's competitive position. Owner earnings move gradually from roughly break-even toward about $0.15 per share by year ten, and we hold that level flat afterward rather than assuming further growth. On this path we estimate the shares are worth approximately $1.96 today. More than two-thirds of that value comes from the years beyond the ten-year forecast, so it depends heavily on OCC's ability to sustain - not necessarily grow - a modest level of profitability indefinitely; that is a real assumption, not a formality, given the company has not sustained that level of profitability for any extended stretch over the last decade. Our bull case assumes the Lightera partnership meaningfully expands OCC's addressable market and product breadth, gross margin climbs back toward the low-30s% levels it has briefly touched, and SG&A finally scales with revenue rather than growing alongside it. Owner earnings approach $0.30 per share within a few years and hold there. That path is worth approximately $4.37 per share. Given how wide this range is - and that the low end is negative - the margin-of-safety price is set at a substantial discount to our base-case estimate, at approximately $0.98 per share. Because so much of the value depends on whether the fiscal-2025 recovery is durable rather than a one-time rebound, that price also assumes the recovery is confirmed in the numbers. One item we could not fully reconcile from the filings: the comparative working-capital tables for fiscal 2022 and fiscal 2023 omitted the income-taxes-payable and other-noncurrent-liabilities lines shown in other years. We folded the resulting small gap into the working-capital movement for those two years rather than treating it as a separate item; it does not change the results materially.
