New Peoples Bankshares is the holding company for New Peoples Bank, a roughly $940 million-asset community bank operating 17 branches across a four-state footprint in central Appalachia — southwestern Virginia, southern West Virginia, northeastern Tennessee, and western North Carolina. It's a straightforward deposit-and-lending business: it gathers local deposits and lends them out as commercial, real estate, and consumer loans, earning the spread between what it pays depositors and what it collects from borrowers. The bank's earning power has climbed steadily. Net income grew from under $1 million in 2018 to just over $10 million in 2025, as the loan book grew, credit costs normalized from earlier, more troubled years, and the net interest margin improved — net interest income rose 16% in 2025 alone, helped by loan yields catching up after a period of rising rates while funding costs stayed controlled. A multi-year project to replace the bank's core computer system wrapped up in late 2025, removing a modest but recurring drag on expenses going forward. Translating results into cash-based owner earnings gives a normalized level of roughly $0.35 per share, based on the past six years — a period spanning both the low-rate stretch of 2020-2021 and the subsequent rate increases that squeezed margins in 2023-2024 before easing in 2025. Bear case (~$6/share): Assumes the loan portfolio's real exposure to the region's coal, natural gas, and agricultural economy — a risk the company itself flags — turns for the worse, pushing credit costs back up toward levels last seen in 2020, while loan growth stalls in a slow-growing, thinly populated market. Earnings dip for a few years before stabilizing on an inflation-only growth path. Base case (~$10/share): Assumes recent trends continue at a more moderate pace — mid-single-digit earnings growth over the next few years as loan growth continues and margin pressure fades, slowing toward the low single digits over the decade to reflect a rural market with a flat-to-declining population. Bull case (~$14/share): Assumes the bank keeps executing on improvements already visible in its own numbers — continued loan growth, further margin gains as older loans reprice, and continued reduction of problem loans (something management has stated is an ongoing priority) — without needing any market-wide tailwind. In all three cases this is a well-capitalized bank (shareholders' equity is a healthy 9%+ of assets) with no debt-related distress. What could make this wrong: shares trade on the OTC Pink market under very light volume — a few thousand shareholders hold the stock and, in the company's own words, trades happen "sporadically ... in small volumes," a real liquidity risk for any sizable trade, separate from how the bank itself performs. A handful of small non-cash items in the cash-flow statement could not be perfectly attributed year-to-year from the filing text, though the amounts are too small to affect the overall picture. Given the combination of a thin, illiquid market for the stock and a loan book with real concentration in a commodity-sensitive regional economy, the margin-of-safety price sits at a meaningful discount to intrinsic value. The margin-of-safety price is near $4.00 per share, a level below the bear-case value, from which the base case, or better, implies a solid return.
