Value Line earns its cash from three places. First, publishing: the Value Line Investment Survey and related products ($23.9 million of revenue in the year ended April 30, 2026) plus copyright fees ($9.6 million) paid for licensing its stock Ranks and trademarks to third-party products such as ETFs, unit trusts and annuities. Second, a contractual, non-voting share of EULAV Asset Management (EAM), the adviser to the Value Line mutual funds: Value Line receives 41% to 55% of EAM's fund-management fee revenue (the percentage rises with revenue) plus 50% of EAM's profits, with no expenses of its own against it. That income was $19.0 million in fiscal 2026. EAM has no fixed term and is run by separate trustees, and Value Line licenses its name and Ranking System to the funds. Third, a portfolio of cash and securities worth $88.5 million at July 31, 2026, with no borrowings. The controlling shareholder, Arnold Bernhard & Co., owns 91.98% of the shares and decides everything; minority holders have no say. What has changed. Both operating legs have stepped down. Publishing revenue has fallen from $40.5 million (fiscal 2022) to $33.4 million, copyright fees from $12.1 million (fiscal 2024) to $9.6 million, and publishing operating profit from $11.5 million (fiscal 2023) to $9.1 million, $6.0 million and then $4.0 million (fiscal 2026); in the quarter ended July 31, 2026 it was $1.0 million against $1.5 million a year earlier. Fund assets fell 20% during fiscal 2026, from $4.68 billion to $3.72 billion, as equity-fund redemptions of $1.91 billion swamped sales of $0.66 billion; the filing notes the Value Line Rank 1 and 2 stocks rose 35.6% in the year against 42.6% for the Russell 2000. Income from EAM in the July 2026 quarter was about $3.9 million against about $5.1 million a year earlier (we derive this by subtraction from reported pre-tax income, as it is not shown as a separate line). Our earlier estimate (base $21.11, margin-of-safety price $7.60) was made on a different basis and is not comparable; the new quarter confirmed rather than reversed the direction of both legs. Starting level. Cash earnings after capital spending were $2.09 per share in fiscal 2026 ($1.88 excluding interest and dividends on the portfolio, which we value separately through the cash below). The median of that operating figure over fiscal 2020 to 2026 is $1.87 (we start in fiscal 2020, when publishing profit was about $9 million; earlier years earned under $1.20 per share and were recast for a change in how EAM distributions are reported). We do not carry that level forward, because the two step-downs above are already in the filings. Last fiscal year's actual change in cash earnings per share was +0.7%; our first-year base case is $1.28 per share, about 32% lower, because (1) fund assets ended April 2026 at $3.72 billion against $4.68 billion a year earlier, and the July quarter's EAM income is 24% lower, (2) publishing profit has fallen three years running and is down 31% in the July quarter, and (3) we charge about $1 million a year for the unwinding of prepaid subscriptions ($21.0 million of unearned revenue at April 30, 2026) while publishing shrinks. Accounting choices: investment gains are excluded; we count the cash drain from prepaid subscriptions running off as a real cost, because it persists while publishing shrinks; taxes are 26.5%, the fiscal 2026 rate; surplus cash is $75.2 million, which is $88.5 million less $10 million kept for operations and the declared $3.3 million dividend, or $8.01 per share. The company has no debt, so in every case what is owed is zero and the business value plus the surplus cash is the share value. Base case, $27.52 per share: the business is worth $183.1 million ($19.51 per share), owes nothing, and the $8.01 of surplus cash is added. EAM income holds at $15.0 million a year (the July quarter run-rate of about $15.5 million, rounded down) indefinitely; the EAM agreement has no end date and has run since 2010, and fund assets have ranged between $2.4 billion and $5.0 billion over the last ten year-ends. Publishing profit fades from $2.8 million to $1.6 million, $0.4 million and then nothing, as copyright fees (down 10.4%, 13.8% and 7.8% in the last three years) and periodicals (down about 3% a year) keep shrinking while total costs have not fallen. We credit no growth: no market gains, no inflows, no cost cuts at publishing. We leave those out because none is secured or part of a repeated process the business has demonstrated. Bear case, $14.06: the business is worth $67.4 million ($7.19 per share), owes nothing, plus $8.01 of surplus cash less $1.14 for a 30% fall in the $35.6 million equity portion of the portfolio. We repeat the 2021 to 2023 episode, when fund assets fell 38% (from $4.96 billion to $3.09 billion): assets drop to about $2.3 billion, and because the revenue share slides down with revenue, EAM income falls to $12 million, then $8 million, then $7 million a year. Publishing turns break-even within two years and costs about $2.5 million to serve prepaid subscriptions; after year ten the EAM stream shrinks 4% a year because the funds have already shown net redemptions (a 27% net outflow in fiscal 2026). Bull case, $33.02: the business is worth $234.6 million ($25.01 per share), owes nothing, plus $8.01 of surplus cash. EAM income returns to $18.6 million, close to the highest the stream has reached ($19.0 million in fiscal 2026), and publishing profit settles near $2 million rather than disappearing, as cost cuts did in fiscal 2022 and 2023, when operating costs fell from $32.9 million to $28.2 million. How sensitive it is: each $1 million of annual EAM income is worth about $1.31 per share. If EAM income were $10 million, the base value would be $21.00; if it shrank 4% a year indefinitely, $19.73; if EAM payments simply stopped after ten years, $16.69. The value is wrong if the funds keep losing assets (the filing points to Rank performance against the market as one driver), or if the controlling family changes how EAM and Value Line deal with each other; we model neither. Margin-of-safety price, $13.00. We are fairly sure of EAM income for the next twelve months, because it follows a fixed formula and the July quarter is reported, but not beyond: fund assets moved -32% in fiscal 2022, +35% in fiscal 2024 and -20% in fiscal 2026. We expect publishing to keep shrinking. The worst plausible outcome is a repeat of 2021 to 2023 while the portfolio's equities also fall, with the dividend cut; the company has no debt and about $75 million of surplus cash, so it survives that, and the bear case is still worth more than $13. The margin-of-safety price is the $8.01 of surplus cash and securities plus about $5 for the EAM income, which is about $11 million a year after tax, or $1.18 per share, valued at about 4.2 times, with no value assigned to publishing. At $13, the first-year cash earnings (about $1.28 plus roughly $0.22 from the portfolio) are an 11.5% yield, and the $0.35 quarterly dividend ($1.40 a year, currently about covered) equals about 11% of the price; the price assumes a three-to-five-year holding period. If we are wrong and EAM income shrinks 4% a year forever, three years of dividends plus a $19.73 value would still imply better than 22% a year; the bear case implies roughly breaking even. The margin-of-safety price is not higher because the family controls the outcome and an outflow like fiscal 2026 can repeat.

Sales geography
United States (nationwide, selling to subscribers, institutions and fund investors in the Northeast, Midwest, South and West); no foreign sales or state concentration is disclosed in the filings.
Historical growth strategy
Value Line built its franchise on the Value Line Investment Survey and its proprietary stock Ranking System, then extended it by licensing the Ranks and trademarks to third-party products (copyright fees from ETFs, unit trusts and annuities) rather than by acquisitions. In December 2010 it moved its fund-management business into EAM and took non-voting revenues and profits interests in return, turning an operating asset manager into a contractual cash stream. In recent years it has paid out its cash earnings as dividends, made small share repurchases and held its surplus in cash and securities; the filings reviewed show no recent acquisitions.
Chart analysis
A chartist would see a thinly traded, range-bound stock. Recent quotes sit between roughly $32 and $41 over the past 52 weeks: the shares ran to about $41 in early July 2026, slipped to the mid-$30s by late July and have since recovered toward $40, so resistance is around $41 and support around $32 to $35. Daily volume is only about 1,000 to 5,000 shares, with isolated spikes (for example about 20,000 shares on a 6.8% gain on June 26, 2026), so moves are jumpy and signals are unreliable. A close above $41 on rising volume would be read as a breakout; a close below $32 would break the range. The picture is sideways consolidation near the top of the range rather than a confirmed trend, and the data available to us did not allow a full multi-year trend and moving-average read.
