Personalis, Inc. (PSNL) stock intrinsic value fair value estimate & owner earnings analysis

Margin of safety$0.00 ComplexityAverage Updated
Business condition attached to the margin of safety Owner earnings must turn positive on a sustained basis: cash from operations covering capital spending and stock compensation for at least several consecutive quarters, and no longer dependent on the cash pile.
Personalis provides genomic sequencing and data analysis services. Its largest business is testing for pharmaceutical companies running cancer trials (about $48.7 million of 2025 revenue), plus whole genome sequencing for population studies such as the U.S. Department of Veterans Affairs Million Veteran Program ($11.8 million, up 58%) and small clinical diagnostic revenue tied to its NeXT Personal test and its Tempus agreement, which was extended through November 25, 2029. What the numbers show. We measure value by owner earnings: cash from operations, less the working-capital swings, less stock compensation, less the capital spending needed just to stay in business. On that basis the company has been negative in every year we could compute (2019 to 2025). Per share, owner earnings were about -$1.11 in 2019, -$1.00 in 2020, -$1.48 in 2021, -$3.01 in 2022 (a year of heavy facility spending), -$1.91 in 2023, -$0.94 in 2024 and -$0.94 in 2025. Cash used in operations was $74.9 million in 2025 on revenue of $69.6 million, down from $84.6 million in 2024. In the first half of 2026 revenue was flat at $37.8 million while cash used in operations rose to $48.2 million from $30.9 million a year earlier. Revenue is also shrinking underneath. Sales to Natera were 30% of 2024 revenue and 8% of 2025 revenue; the minimum volume commitments ended after the second quarter of 2025 and the company states it no longer has a material commercial relationship with Natera and does not expect one going forward. Moderna (22% of 2025 revenue) and the Million Veteran Program (17%) are now the largest customers, so concentration remains high. The weighted share count has also grown from 48 million in 2023 to 89 million in 2025 as the company has raised money by issuing shares, which dilutes existing owners. Bear, base and bull cases. Our approach credits only drivers that are contracted or already demonstrated. We could not find a named, evidenced route to positive owner earnings: no signed contract or multi-year record shows revenue rising enough to cover a cost base that is burning roughly $75 million a year, and revenue has fallen in two of the last three years. Growth from new tests, wider insurance coverage or new customers has not yet happened, so it is left out of all three cases. As a result each case is worth $0 per share for the operating business. This is not a claim that the shares must trade at zero: the company holds $124.2 million of cash and $115.7 million of short-term investments, but at the current burn that cash is being consumed rather than compounded, and our method does not add balance-sheet cash on top of an earnings stream that is negative. The company says its cash is sufficient for at least the next 12 months. What would make this wrong. If the population-sequencing and pharma work grow while costs stay flat, or if the NeXT Personal test under the Tempus agreement generates meaningful, repeatable revenue, owner earnings could turn positive and the business would then deserve a value. We would revisit once cash from operations covers capital spending and stock compensation for several consecutive quarters. Accounting notes. Working-capital movements were taken from the six operating asset and liability lines in the cash-flow statement (receivables, inventories, prepaid items, payables, accrued liabilities and contract liabilities); lease-related lines were left out. Capital spending in a year of falling revenue was treated as fully maintenance; in 2022 that included $49.9 million of spending largely for a new facility, which we did not treat as growth because revenue fell that year. Fiscal 2018 was not computed because comparable prior-year data was not reliable in the filings reviewed.
