NWPX Infrastructure (formerly Northwest Pipe Company) manufactures large-diameter engineered steel water pipe (Water Transmission Systems segment, including its trenchless Permalok pipe) and precast and geopolymer concrete infrastructure products (Precast segment, built out through the 2017 Geneva Pipe and 2018 ParkUSA acquisitions) used in municipal water, wastewater and stormwater systems across the U.S. The business as it exists today dates from late 2018, when the ParkUSA acquisition completed the build-out of the precast segment alongside the original steel-pipe business. In 2015-2016 the company also exited its energy tubular products (oil-country) business, which had weighed on results during the 2014-2016 oil price downturn. We anchored our valuation to the median of 2019-2025 owner earnings per share (about $3.00) -- the seven years that reflect the combined water-pipe-and-precast business as it operates today, spanning conditions from the 2020 pandemic disruption to the current infrastructure-driven upcycle. Revenue and order backlog have grown substantially: backlog for the steel-pipe business was $234 million at the end of 2025 versus $213 million a year earlier, or $346 million including additional awarded-but-not-yet-contracted work. First-half 2026 revenue is running about 19% ahead of the same period last year. Owner earnings per share grew from about $3.09 in 2024 to $4.46 in 2025 (about 44%), but a meaningful part of that jump reflects a favorable swing in working-capital timing rather than a repeatable margin or volume gain, so we did not extrapolate that pace forward; our base case assumes owner earnings normalize modestly in the near term before resuming high-single-digit growth as backlog converts. Base case: owner earnings per share start 2026 near $4.00 (a pullback from the 2025 print reflecting the working-capital giveback noted above), then grow at a decelerating pace -- roughly 8% in 2027, tapering to 3% by year ten -- as backlog conversion and steady municipal capital spending continue without further step-changes. Beyond the ten-year forecast we assume owner earnings continue at close to a flat, slightly-above-zero real growth rate, on the view that the water-pipe and precast businesses replace their productive capacity out of the maintenance spending already charged against owner earnings -- a reasonable assumption for a domestic infrastructure manufacturer serving a genuinely multi-decade replacement need, since water and wastewater pipe simply wears out and must be replaced regardless of population growth. That said, this steady-state period beyond year ten still accounts for roughly 63% of total value, so the size of that long tail is the single biggest driver of the estimate. This produces a base-case value of approximately $101 per share. Bear case (roughly a one-in-ten outcome): the company itself discloses that its steel-pipe backlog 'is subject to reduction and cancelation,' and that it has 'not always been successful' passing steel-price increases through to customers. Our bear case assumes a period of project delays and cancellations combined with a steel-cost spike that isn't fully recovered in bids, compressing margins for two to three years before a slow recovery -- a milder repeat of the 2016-2018 stretch, when the business (then smaller and less diversified) earned close to breakeven. We also assume the Precast segment's goodwill (currently $55.5 million, with no impairment recorded but flagged by the company as sensitive to a sustained downturn in that segment) reflects real, not just accounting, deterioration in that business's prospects. This case values the shares at approximately $39. Bull case (roughly a one-in-ten outcome on the upside): federal rules under the EPA's Lead and Copper Rule Improvements require utilities to replace lead water service lines by 2037 -- a dated, mandated driver of demand independent of the broader economy. Combined with continued strong backlog conversion, further margin improvement in the Precast segment as volumes scale, and the company's recently accelerated share buybacks (repurchases rose from $4.4 million in 2024 to $18.4 million in 2025), this case has owner earnings per share compounding into the high single digits within a few years and holding a modest real growth rate beyond the forecast period. This case values the shares at approximately $161. We did not subtract debt from these figures: owner earnings are already calculated after cash interest, and in any case the balance sheet carries very little debt (about $8.5 million of long-term borrowings at the end of 2025 against roughly $124 million of available, largely undrawn revolving credit), so leverage is not a significant risk factor here. Weighing the downside against the base case, the margin-of-safety price is around $57 -- a meaningful discount to the base-case estimate that reflects real cyclicality in this business's order flow and margins, even though its underlying demand (aging water infrastructure that must eventually be replaced) is about as durable as industrial demand gets. No separate business condition needs to be met first. One item we could not fully reconcile from the filings: the size of the non-cash add-back (depreciation, amortization and other items) within the FY2025 operating cash flow reconciliation was larger than the depreciation trend alone would suggest, likely reflecting a larger deferred-tax or other non-cash item that year. This does not materially affect the owner-earnings figure, which is built directly from reported operating cash flow, but a reader digging into the segment-level detail may notice it.
