Margin of safety$2.25 ComplexityHigh Updated
-$6.50 $11.70
bear -$6.50 base $5.15 bull $11.70 margin of safety $2.25 market price* $27.50
Business condition attached to the margin of safety Two to three more consecutive quarters (beyond H1 2026) of both year-over-year revenue growth and stable-to-improving operating cash flow, confirming the H1 2026 inflection (revenue +12% YoY, operating cash flow swinging positive) is durable rather than a one-off, given that cost growth (SBC +14% YoY, total opex +8% YoY in H1 2026) has also re-accelerated alongside it.
CEVA licenses semiconductor intellectual property: processor cores and software for wireless connectivity (Bluetooth, Wi-Fi, cellular/5G modems) and for sensing and edge AI (sensor fusion, audio, vision). Customers build CEVA's designs into their own chips and pay CEVA twice — an upfront licensing fee when a design is adopted, and a running royalty on every chip that ships with CEVA's IP inside. CEVA's technology has shipped in more than 3 billion devices to date, and the company describes the resulting royalty stream as a long-lived engine, since royalties keep flowing for years after a design win, tied to how many units get built. Revenue grew from about $73 million in 2016 to roughly $110 million in 2025, but not smoothly: it peaked near $121 million in 2022, fell back to $97 million in 2023 (a year that also included the sale of a small subsidiary, Intrinsix), and has recovered gradually since. Growth resumed more visibly in the first half of 2026, up about 12% from the same period a year earlier, with 2025 itself ending on the strongest royalty quarter in more than four years and record device shipment volumes, led by Wi-Fi (+48% year over year) and cellular IoT (+42%). More concerning than the revenue path is the cost side. Stock-based compensation — a real cost to shareholders through dilution, even though it doesn't touch cash — has nearly tripled since 2016, from about $6 million to nearly $20 million a year, while revenue grew only about 50% over the same stretch. Once that cost is counted (it is added back in reported operating cash flow, so we subtract it back out) and the swings in receivables, payables and deferred revenue that make any single year's cash flow noisy are stripped away, the owner earnings that are left have gone from solidly positive in 2016–2017 (roughly $0.69–$0.79 per share) to negative in every year from 2022 through 2025, most recently about negative $0.44 per share. Total operating costs did stop climbing for a few years — they were roughly flat from 2022 through 2025 after nearly doubling between 2016 and 2021 — but the most recent data available, the first half of 2026, shows costs growing again, up about 8% year over year, alongside revenue growth of about 12%. Revenue is outrunning costs again, which is encouraging, but it is only two quarters of evidence, not yet the confirmed multi-quarter trend needed before assuming a durable return to profitability. Two accounting judgments are worth spelling out. First, in 2023 CEVA sold Intrinsix and booked a one-time accounting gain; we removed that gain from owner earnings because a one-off sale doesn't repeat, which is why the 2023 figure looks worse on this basis than the headline cash-flow number that year. Second, CEVA carries meaningful amortization of acquired intangible assets, which is correctly added back as a non-cash charge — but we have not assumed those older, wasting intangibles keep contributing to earnings forever; our growth path rests on newer, named drivers (signed licensing deals and current device shipment trends), not on legacy acquisitions continuing to pay off indefinitely. One concentration is worth flagging plainly: roughly 62% of CEVA's 2025 revenue was booked to customers in China. The U.S. government has tightened export controls on semiconductor technology sold to China three times in the past two years (October 2023, December 2024 and January 2025), and CEVA states in its own filings that it is still assessing how further restrictions could affect its business. That is a real, specific risk to a large piece of this company's revenue. Base case: owner earnings stay slightly negative through 2027 as the cost base catches up with revenue, turn modestly positive by 2028, and grow gradually to roughly $0.40 per share ten years out, driven by royalties converting from already-signed licensing deals and by 2025's record device shipment growth continuing to build a larger royalty base. We do not assume costs stay flat forever — we assume they keep growing, just more slowly than revenue. On this path, we estimate the shares are worth around $5.15 today. Bear case: the China exposure described above worsens — further export restrictions meaningfully cut what CEVA can license and collect royalties on from Chinese customers starting around 2027 — while the recent pause in cost growth proves temporary and costs resume climbing faster than revenue, as they did for most of 2016–2021. Under this case, owner earnings stay negative throughout the next decade, and on a pure owner-earnings basis the shares are worth roughly negative $6.50. That does not mean the company is insolvent — CEVA holds a substantial cash and investment balance that this type of valuation deliberately does not add back — but it does mean that, if this case plays out, the ongoing operating losses would outweigh the cash the business generates. Bull case: the 2025 shipment records in Wi-Fi and cellular IoT keep compounding, signed licensing deals convert into royalty revenue at a good pace, and the recent cost discipline holds, with revenue continuing to outgrow costs the way it did in the first half of 2026. Under this case, owner earnings turn solidly positive within two to three years and reach roughly $0.90 per share by year ten, putting the shares' value at around $11.70. Given that the bear case here is not just weaker but negative, the margin-of-safety price is set at a large discount to our base-case estimate, and it also depends on the recent improvement — revenue growing faster than costs — holding for a couple more quarters. The margin-of-safety price is $2.25 per share, taking effect once CEVA has reported two to three more consecutive quarters showing both revenue growth and stable-to-improving operating cash flow, confirming that the first-half-2026 improvement is a real trend rather than a one-off. What would make this estimate wrong: if the recent cost discipline turns out to be durable and the royalty ramp from already-signed 2025 deals shows up faster than modeled, the base case understates the upside. Conversely, if China-related restrictions tighten further or the first-half-2026 revenue growth doesn't hold up in coming quarters, the bear case could prove optimistic rather than conservative.
