BWX Technologies builds the nuclear reactors and reactor fuel used in U.S. Navy submarines and aircraft carriers, supplies research-reactor fuel and other nuclear components to the Department of Energy, and operates parts of the U.S. nuclear weapons complex. About 91% of its Government Operations revenue in 2025 came from the U.S. government, under long-term contracts with the Naval Nuclear Propulsion Program. A smaller Commercial Operations segment serves nuclear utilities, mainly in Canada; large utilities were about 63% of that segment in 2025. In 2025 the company bought Aerojet Ordnance Tennessee (January) and Kinectrics, a nuclear-plant lifecycle services firm (May, for about C$783 million). What we measure. We value the cash the business actually generates for shareholders: operating cash flow, after removing swings in working capital, minus stock compensation (a real cost) and the part of capital spending needed just to stay in business. Spending to grow capacity is not deducted, and we estimate it from how much the company spends per dollar of added revenue (about 7.8% of the revenue change). We do not deduct debt or add cash on top of our values, because the cash flow already reflects interest paid. That means the cash raised from the 2025 convertible notes is not counted as extra value. Pension funding is treated as a real cash cost and left in. The record. Owner earnings per share were $1.66 (2016), $1.47, $0.41, $1.31, $0.92, $0.02, $1.24, $2.47, $2.82 and $3.42 (2025). The weak years reflect two things visible in the filings: a large capacity build (capital spending reached about $311 million in 2021, versus $185 million in 2025) and heavy pension contributions (about $187 million in 2018 and $69 million in 2021). In 2025 owner earnings were about $314 million, up 21% from about $259 million in 2024, on revenue of about $3.2 billion, up 18% from $2.7 billion. Part of that revenue gain came from the two acquisitions. Starting level. We anchor on the median of 2022 to 2025, about $2.65 per share, rather than the 2025 figure of $3.42. We start from 2022 because the 2019 to 2021 capacity build and its pension funding no longer describe today's spending, and we do not lift the level on a single strong year. Base case, about $60 per share. Owner earnings start at $2.65 and grow 4% a year for ten years, then hold flat indefinitely. Trailing growth was 21%, so year one sits well below it. The growth is credited for three reasons: revenue has grown from about $1.55 billion in 2016 to about $3.2 billion in 2025, roughly 8% a year including acquisitions; backlog stood at about $7.3 billion at the end of 2025, up from about $4.8 billion a year earlier; and the Navy's March 2024 30-year shipbuilding plan shows sustained or higher procurement of nuclear submarines and carriers in all three of its alternatives. We use half the historical rate. We leave out any margin improvement, new reactor or fuel markets, and any further acquisitions. After year ten we hold earnings flat because the naval contracts have run since long before this period, but we assume no further growth. Bear case, about $16 per share. Owner earnings sit at $1.31 for ten years with no growth. That is the 2019 to 2025 median, which includes years when capacity spending and pension funding consumed most of the cash. After 2030 we deduct about $0.60 a share a year: the $1.25 billion of 0% convertible notes mature in 2030, and we assume they are replaced by borrowing at about 5.5% (our assumption), with roughly $0.8 billion of fixed-rate debt already outstanding. The concentration is also a risk: about $2.15 billion of the $7.3 billion backlog is unfunded U.S. government work that depends on annual appropriations. Bull case, about $91 per share. Owner earnings start at the 2025 level of $3.42 and grow 6% a year for ten years, still below the 2025 to 2016 revenue growth rate, driven by backlog conversion, a full year of Kinectrics and higher Navy procurement, then hold flat. Nothing beyond the company's own demonstrated levers is included. Margin-of-safety price. The margin-of-safety price is about $34 per share, roughly 43% below the base case and about twice the bear case, reflecting heavy dependence on one government customer, lumpy capital and pension spending, and $2 billion of debt. What would make this wrong. If the capacity-building spending of 2019 to 2021, about 10% to 15% of revenue, returns because the Navy's demand needs new plant, owner earnings would sit nearer the bear case. The filing says the company expects to keep making additional capital expenditures to meet Navy demand, so this is a live risk. We could not verify recent quarterly results from the filings available for this analysis, so it rests on the 2025 annual report.
