Business condition attached to the margin of safety Confirmation of at least two additional consecutive quarters of flat-to-growing year-over-year revenue in the Nurse and Allied Solutions segment (following the first positive print in the most recently reported quarter), to validate that the multi-year post-pandemic decline has genuinely bottomed rather than reflecting one easy comparison.
AMN Healthcare is the largest healthcare workforce solutions company in the United States, placing travel nurses, allied health professionals and physicians with hospitals and health systems nationwide, and supplementing that staffing business with vendor-management technology and medical language-interpretation services. The business runs through three segments. Nurse and Allied Solutions (about 60% of 2025 revenue) supplies travel and per-diem nurses and allied health workers. Physician and Leadership Solutions (about 26%) places locum tenens physicians and executive/interim healthcare leaders. Technology and Workforce Solutions (about 14%) sells the vendor-management software hospitals use to run their contingent-labor programs, plus interpretation services for patients who don't speak English. Revenue and cash generation went through an extraordinary cycle. The COVID-19 pandemic created a surge in demand for travel nurses that pushed revenue from about $2.4 billion in 2020 to over $5.2 billion in 2022, before bill rates and assignment volumes fell back sharply as hospitals normalized their staffing. Revenue fell to $3.8 billion in 2023, $3.0 billion in 2024 and $2.7 billion in 2025 - back near, and modestly above, pre-pandemic levels. Within Nurse and Allied specifically, 2025 revenue fell 9%, driven mostly by a 14% drop in the average number of travelers on assignment. The most recently reported quarter, however, showed segment revenue essentially flat to slightly up year over year for the first time since the decline began - a single data point, not yet a confirmed trend, but worth noting. Because that boom-and-bust cycle would badly distort a valuation built on any single period, the earnings figure used here blends the last two "normal" pre-pandemic years (2018 and 2019) with the two most recent years, once results had worked through the pandemic hangover (2024 and 2025), and deliberately sets aside 2020 through 2023 as a stretch materially skewed by pandemic-era demand and its unwind. On that basis, sustainable owner earnings - the cash the business generates for shareholders after the capital spending needed just to keep running, excluding spending aimed at growth - come to roughly $4.00 per share. A couple of accounting judgments matter here. Both 2024 and 2025 include large non-cash write-downs of goodwill in the Physician and Leadership segment ($222 million in 2024, $110 million in 2025), reflecting a persistently weaker locum tenens physician-staffing market. Because these write-downs are non-cash and represent value already paid for in past acquisitions, they are added back in the cash-flow-based earnings figure - the same way pandemic-era swings in receivables and payables were stripped out so they don't distort the run rate. The economic reality behind the write-downs - a physician-staffing business that has structurally softened - is instead carried through as a headwind in the growth assumptions below, not deducted a second time from the earnings level. Three cases: Bear case ($54 per share): The declines in Nurse and Allied volumes and bill rates seen through 2025 continue for a few more years before leveling off, the language-interpretation business faces the pricing pressure from new competitors that management has flagged, and the Physician and Leadership segment's weakness persists rather than recovers. With $775 million of debt on the balance sheet at the end of 2025 (down from $1.06 billion a year earlier, but still a real claim on cash), interest costs continue to weigh on a smaller earnings base. Owner earnings settle at roughly $3.20 per share and stay flat from there - no further growth is assumed because none is currently evidenced. Base case ($91 per share): Building on the flattening seen in the most recent quarter, revenue and owner earnings roughly stabilize in 2026, then grow modestly - low single digits - in the years after, as the business holds its position as the leading staffing and vendor-management partner for U.S. hospitals, a position built on multi-year vendor relationships that are costly for a hospital system to switch away from. Growth stays modest throughout, and beyond, the ten-year forecast; nothing in the filings points to anything faster. Bull case ($115 per share): The stabilization visible in the most recent quarter continues and broadens - Nurse and Allied volumes recover further, the technology and interpretation businesses (a higher-margin, less labor-intensive mix) keep growing their share of the total, and continued debt paydown, following the $285 million reduction already achieved in 2025, frees up more cash for shareholders. Growth runs in the mid-single digits for several years before settling into a lower, durable rate. Before finalizing this, we tested whether the two most recent years fairly represent where the business stands today, given the Physician and Leadership segment is still working through real demand weakness. The offsetting fact: most of the value at risk in that segment has already been taken as a write-down rather than sitting ahead as a future cash drain - two rounds of goodwill impairment have already stripped out a large share of what was paid for that business, which limits, without eliminating, further downside from that specific segment. A 6% discount rate is applied evenly across all three cases, with the spread between bear, base and bull carrying the business's real cyclicality and leverage risk rather than the discount rate itself. Given how sharply this business's results have swung across a single cycle, the margin-of-safety price is set at a large discount, in the high $30s per share. That price also assumes the recent quarter's flattening in Nurse and Allied revenue is confirmed by at least two further quarters of stable-to-growing results, rather than resting on a single easier year-over-year comparison, before the multi-year decline is treated as genuinely over.
