Smith-Midland makes precast concrete products: highway barriers (sold and rented), soundwalls, SlenderWall architectural panels, Easi-Set and Easi-Span transportable buildings, and utility vaults, and it also earns royalties (typically 4% to 6% of licensee net sales) from licensing its proprietary products. Its main customers are highway contractors working on government-funded projects, so results swing with project timing, weather and public funding. Earnings level. We measure what the business produces for its owners as operating cash flow, less swings in working capital (receivables, inventory, customer deposits, deferred revenue and buy-back lease obligations), less stock compensation, less the part of capital spending needed to keep the business running. On that basis, and before interest, the business generated roughly: 2018 -$0.41 per share, 2019 $0.10, 2020 $0.41, 2021 $0.73, 2022 $0.30, 2023 -$0.29, 2024 $0.96, 2025 $1.50. We anchor on the median of 2021 to 2025, $0.73 per share (about $3.9 million a year), because revenue has been above $50 million since 2021 and earlier years describe a smaller business. Two lumpy items were stripped out as working capital: a $6.6 million buy-back lease inflow in 2018 and a $10.9 million working-capital drain in 2022. Maintenance spending is large, about 8.6% of 2025 revenue ($8.0 million of $9.3 million of capital spending) against depreciation of $2.9 million, so the earnings level may be understated if some of that spending is truly discretionary; we kept the consistent method rather than guess. Recent trend. 2025 was a strong year (revenue $93.4 million, net income $12.5 million, business cash flow up about 57% from 2024), helped by special barrier-rental projects that management says are unlikely to repeat in 2026. The sales backlog was about $53.1 million on March 3, 2026 versus $59.5 million a year earlier, and for the first half of 2026 revenue was $44.9 million versus $48.9 million and net income $2.7 million versus $7.5 million. Because 2025's growth is not expected to continue, our base case assumes no growth: year one starts at the anchor, well below 2025's actual level, with no credit for a rebound. Bear case: $2.25 per share. Highway-related construction demand has cycled, and this company's own record shows it: business cash flow was negative in 2018 and 2023 and near zero in 2019. We assume three trough years (roughly -$0.20, -$0.10 and $0.00 per share, as in 2018 to 2019 and 2023), then a recovery only to $0.25 per share a year, lower than the eight-year median of $0.36, held for 22 more years and then nothing. Business worth about $2.25 per share on that path; it owes about $0.8 per share of notes ($4.1 million) but holds $10.7 million of cash, so net borrowings are about zero and the difference is the same $2.25. Cash plus a $5 million bank credit line renewed to January 1, 2027 covers the small interest bill (about $0.2 million a year) through the trough. Base case: $9.35 per share. Business cash flow holds at $0.73 per share for 25 years and then ends. We credit no growth: infrastructure funding, new products and new plants are not secured, and the backlog is currently shrinking. What keeps the earnings going is a decades-old product line with patents and licensing income, a rental barrier fleet and maintenance capital charged every year. Business worth about $9.35 per share; net debt about zero (debt $4.1 million against $10.7 million of cash, of which we treat about $6.5 million as needed to run the business given customer deposits and deferred revenue); difference about $9.35. Bull case: $15.70 per share. The 2024 and 2025 results, averaging $1.23 per share, prove to be sustainable on the existing plants, again for 25 years. This rests on what the company has already delivered, not new capacity or funding. Net debt about zero; difference about $15.70. What could make this wrong: the 2021 to 2025 median may overstate normal earnings if 2024 and 2025 were peak years and 2026 weakness persists; a lapse or delay in highway funding would hit the backlog; and the capital-spending split between maintenance and growth is a judgement. Earlier estimates were built on a different basis and are not comparable to these. Margin-of-safety price: $5.00 per share. Earnings are lumpy (two of the last eight years were negative on this measure), the order backlog is falling, and a large share of results comes from a few big contractor projects, so we are only moderately sure of the $0.73 level. The worst plausible event is a prolonged stall in state highway work combined with a cost squeeze; the balance sheet would survive it because cash exceeds borrowings and the only debt is bank notes, so the risk is lower earnings rather than insolvency. If we are wrong about the level or the 25-year life, the business is worth nearer the bear value of $2.25. The price assumes a three-to-four-year holding period, with the business accumulating cash from operations during that period. At $5.00 the price corresponds to about $0.73 a year of business cash flow (about 15% of the price), which together with an eventual re-rating toward the base value implies the 20% a year target; a higher margin-of-safety price would be supported only if the order backlog rebuilds.
