PFS Bancorp is the holding company for Peru Federal Savings Bank (People's Community Bank), a savings bank established in 1887 and operating from two offices in Peru, Illinois. It takes local deposits (about $168 million, 55% of them core checking and savings balances) and lends mainly on residential and commercial real estate in LaSalle County, where it holds about 4.4% of deposits and ranks 8th of 22 institutions. The company went public in October 2023 and has no borrowings from the Federal Home Loan Bank. Because interest is the raw material of a bank, we value its earnings after interest and do not subtract any debt. What the business earns. We measure owner earnings as operating cash flow less working-capital swings, less the cost of stock and employee-plan compensation, less maintenance capital spending. Per share this was $0.94 in 2023, $0.57 in 2024 and $1.18 in 2025. Only these three years exist as a public company (before the 2023 conversion there were no shares to divide by). We use the median, $0.94, as the earnings level: 2024 was depressed by a low net interest margin (2.69%) and a heavy year of equipment spending, and 2025 was helped by the margin recovering to 2.88%, so neither year alone describes the business. For year one of the base case we assume no growth from that level, below the 108% rebound in 2025, so no deceleration reversal has to be argued. Net income for the first half of 2026 was $755,000 versus $723,000 a year earlier, consistent with earnings holding at or above that level; that was not used to lift the level. Base case, about $12.93 per share. Earnings stay at $0.94 per share for 30 years and nothing is assumed after that. What is credited: the deposit franchise itself, which has operated continuously since 1887 and holds a stable local share. What is left out: growth in loans (loans grew $12.7 million in 2025 but only $5.7 million in 2024, so the pace is not steady or proven), further margin improvement, and any return of the bank's very large capital cushion (equity of $39.1 million, roughly $25 per share against the $12.93 earnings-based value) through buybacks or dividends. The company repurchased $1.3 million of stock in 2025, but that has not yet been a multi-year pattern. Because no growth is credited, no additional capital is needed to support it. The business owes no borrowings; deposits are the funding of the bank itself. Bear case, about $5.52 per share. Earnings fall back to the 2024 low of $0.57 per share and stay there for 15 years, then nothing. The named pressures are a thin margin (2.88%, with the bank's interest spread only 2.54%), a single rural county economy with all lending concentrated there, and a small deposit base where competitors can compete on rates. Credit quality is currently sound (nonaccrual loans $212,000), so a credit collapse is not built in because there is no evidence for one. Bull case, about $20.28 per share. Earnings start from the 2025 level of $1.18 and grow 3% a year for 10 years, then hold flat to year 30. The evidence is the 2025 margin gain of 0.19 percentage points and interest income growth from $6.6 million in 2023 to $8.9 million in 2025 as loans repriced; the 3% rate is well under the growth already delivered. What would make this wrong: the shares are worth more than our base case if management returns surplus capital or deploys it into loans at better spreads than the current low return on equity of about 4%; they are worth less if deposit costs rise faster than loan yields. The company's earnings are small in absolute terms (roughly $1.7 million of 2025 net income), so a single bad loan or a year of margin compression matters more than at a larger bank. The margin-of-safety price reflects a deep margin of safety for a very small, thinly traded bank.

Chart analysis
The shares have only traded since the bank's stock conversion offering in October 2023, at $10 per share, so the price history is short and gives a chartist little to work with: no multi-year trend, no established long-term support or resistance zones, and a thin trading base typical of a company with roughly 1.5 million shares outstanding. A chartist would likely stress that such a small, lightly traded stock tends to move in narrow ranges on low volume, with occasional sharp single-day moves on small orders, so any pattern should be treated as weak until more history and volume accumulate.
