Pure Cycle Corporation (CIK 0000276720, FYE 8/31, Watkins CO) is a Colorado water rights, wholesale water/wastewater utility, and land development company (formerly held oil and gas royalty interests, exited/impaired in FY2015-2017). Screen: not Chinese, not cannabis, not crypto, not a shell (Entity Shell Company = false), and no going-concern language in the FY2025 10-K, so the DCF proceeded. Ten years of 10-K/XBRL data (FY2016-FY2025) show a raw CFO-minus-capex-minus-SBC owner earnings figure that is extremely lumpy and frequently negative (e.g. -$9.1M in FY2017, -$11.3M in FY2019, -$12.4M in FY2023) because Pure Cycle capitalizes large, discrete water-system/pipeline/land-development outlays (WISE system, Sky Ranch pipeline and land, single-family rental construction) that are financed partly through developer reimbursement mechanisms, distorting operating cash flow timing relative to true economic earnings. Diluted EPS, by contrast, has been consistently positive since the company exited its impaired oil & gas assets in FY2018 (diluted EPS: 0.02, 0.20, 0.28, 0.83, 0.40, 0.20, 0.48, 0.54 for FY2018-FY2025), so we used the regulated-utility/real-estate-holdco convention: owner earnings per share = diluted EPS minus SBC per share (SBC has run $0.01-$0.03/share), which better isolates recurring economic earning power from the capex-timing noise. Post-2018 owner earnings per share average roughly $0.35-0.40, with FY2025 at $0.53. Stockholders' equity nearly doubled from $69.5M (FY2018) to $142.7M (FY2025), and book value per share is $5.93 (FY2025) at historical cost - understated relative to fair value given the scarcity and long appreciation of senior Front Range Colorado water rights, so book value functions as a partial floor/cross-check rather than a ceiling. The company carries essentially no debt through FY2023, taking on modest debt (~$6.8M) in FY2024-2025 tied to infrastructure buildout, and holds ~$21.9M cash. Given the wide historical range in reported earnings and the lumpy, project-timing-driven nature of both capex and revenue recognition (tap fees, land/lot sales), we used a wide bear-to-bull spread: Bear assumes a flat (0% growth) $0.40/share starting owner earnings for 10 years (below FY2025 actual, reflecting risk of a multi-year earnings trough similar to FY2016-17 or FY2023), 1% terminal growth, 12% discount rate. Base assumes $0.45/share starting point with 6% annual growth (moderated well below the raw ~19% trailing CAGR, which is inflated by recovery from a near-zero FY2018 base and a one-off FY2021 spike), 2.5% terminal growth, 9.5% discount rate. Bull assumes $0.50/share (near the FY2025 run rate) with 10% growth, 3% terminal growth, 8.5% discount rate - still conservative versus the company's actual FY2019-2025 trajectory. Each scenario is a two-stage DCF (10 years of projected owner earnings plus a Gordon-growth terminal value, discounted to present) divided by ~24.1M diluted shares, plus net cash per share (~$0.63, cash of $21.9M less total debt of $6.8M at FYE2025) added back. Resulting intrinsic values: bear $4.07, base $9.17, bull $16.77 - roughly a 4x bear-to-bull spread reflecting the business's cyclicality and lumpiness. Given that wide spread plus data lumpiness, the margin-of-safety price is set at a steep ~45% discount to the base case ($5.00), which sits close to (and slightly below) FY2025 book value per share ($5.93), providing a margin of safety anchored near tangible net asset value rather than a flat percentage of the DCF output. Data caveat: granular capex line items required manual reconstruction from 10-K cash-flow-statement text for FY2016-FY2021 because the standard PaymentsToAcquirePropertyPlantAndEquipment XBRL tag was only consistently populated through FY2018; company-specific tags (investments in water/water systems/land, Sky Ranch pipeline, single-family rentals) were used for later years, cross-checked against reported net investing cash flow totals. current_price left blank per instructions (Yahoo Finance fetch could not complete without excessive retries); an automation is expected to populate it.
