Business condition attached to the margin of safety A subsequent quarter shows the year-over-year revenue decline narrowing to a single-digit percentage (versus the ~28% year-over-year drop reported for the quarter ended June 30, 2026), confirming that the falloff in the legacy Air Force JROTC and reseller channels is bottoming rather than continuing to compound.
PCS Edventures! designs and sells hands-on STEM and drone-based curriculum and hardware to schools, school districts and out-of-school programs (summer camps, YMCA and Boys & Girls Club programs) across the United States, from its Meridian, Idaho headquarters. Its best-known proprietary product is the RubiQ education drone, sold as part of its Discover Drones line; it also sells third-party STEM kits bundled with its own curriculum. The company carries no debt, holds roughly $2.7 million of cash, and has been steadily repurchasing its own shares for several years. Revenue peaked at $9.1 million in the year ended March 2024, helped by a handful of unusually large ($500,000-plus) customer orders, and has fallen for two straight years since, to $6.3 million in the year ended March 2026. Management points to five specific causes: lower reseller volume, a large Missouri after-school customer (Catapult) moving to just-in-time ordering and drawing down inventory it had been holding, the Air Force JROTC contract producing less revenue as it matures (the company has now sold into about 652 of the program's roughly 884 eligible sites, so the easy wins are largely behind it), fewer large ($100,000-plus) customer relationships, and disruption in education funding and administration following the change in federal education policy. The most recently reported quarter (ended June 2026) showed revenue down about 28% from a year earlier, so the decline has not yet stabilized. Weighing against this: the company has no debt, ample cash, a demonstrated multi-year record of steadily growing its base of smaller (under-$50,000) customer relationships even as large orders have shrunk, and gross margin has stayed disciplined in the 39-40% range by design. It is also investing in an "evidence library" documenting its products' effectiveness, aimed at winning larger, state-funded programs as education standard-setting shifts from the federal government toward individual states - a real but still early-stage initiative. We valued the shares by discounting the cash the business can be expected to generate for its owners, using a 6% discount rate, with three cases: - Bear case ($0.26/share): the JROTC and reseller declines continue for two to three more years without being offset, revenue settles near $4.2-4.5 million (down about a third from today), and the company's current cost base doesn't shrink fast enough to keep pace, producing modest losses for two to three years before the smaller, more stable base of small transactions the company has built stabilizes profitability at a low level. - Base case ($1.40/share): revenue keeps falling through fiscal 2027 and 2028 - consistent with the most recent quarter's trend - before leveling off around $4.2-4.5 million as the JROTC contract's remaining revenue (already down to roughly $90,000 a year) has little further room to fall and the reseller mix stabilizes. Profitability is thin for the first two years and then gradually recovers as costs are brought into line with the smaller revenue base, helped by the growing base of smaller customer relationships. - Bull case ($2.85/share): the evidence-library initiative succeeds in winning back larger, state-funded programs faster than in the base case, the current quarter's weakness proves to be timing rather than a permanent step-down, and revenue and profitability recover over three to four years and then continue to grow modestly for the rest of the ten-year period. A methodology note: owner earnings were built from operating cash flow, with stock-based compensation and the portion of capital spending needed just to maintain (not grow) the business subtracted out, and the swings caused by customers paying invoices faster or slower, and inventory building up or down, backed out so a single unusually good or bad collections quarter doesn't distort the picture. One year in our four-year data window (fiscal 2024) benefited from an unusually large inventory and receivables build tied to a couple of one-time large orders; we treated that as a real but non-repeating event rather than the new normal. We also noticed the company booked sizable non-cash tax benefits in fiscal 2023 and 2024 (from using up prior years' tax losses) that have since flipped to real tax expense in fiscal 2025 and 2026 - a one-time boost to those earlier years' reported profits that is now behind the company, which we accounted for by not treating those two years' profitability as representative of the ongoing run rate. With a bear case that still leaves the shares worth something, and a spread this wide between bear and bull, a margin-of-safety price nearer our base-case estimate would require the revenue decline to actually stabilize - not just management's plan to stabilize it. The margin-of-safety price is roughly $0.55 a share, which allows for the current downturn continuing somewhat longer than we expect; it applies once a quarter shows the year-over-year decline narrowing meaningfully from the most recent quarter's pace.
