NextNav sells location and timing services meant to complement and back up GPS. Its working product today is Pinnacle, a vertical-location (z-axis, "which floor") service used for E911 and public-safety calls; the network is hosted with AT&T as part of FirstNet, it is used by Verizon for E911, and it has been launched in Japan with MetCom. It also runs TerraPoiNT, a ground-based GPS-like timing and positioning network. Its most important asset is a set of FCC licenses: a contiguous 8 MHz block of 900 MHz spectrum covering over 90% of the U.S. population, plus 4 MHz of additional licenses covering part of the country that it acquired from Telesaurus and Skybridge in September 2025. What the business earns. So far the business has not earned money. Revenue was $3.9 million in 2022, $3.9 million in 2023, $5.7 million in 2024 and $4.6 million in 2025, and $2.1 million in the first half of 2026 versus $2.7 million a year earlier. Two customers made up 70% and 17% of 2025 revenue. Counting stock-based pay as a real cost and before any interest, the business consumed about $62 million of cash in 2022, $62 million in 2023, $55 million in 2024 and $61 million in 2025, and about $36 million in the first half of 2026 (roughly $72 million a year). Spending has risen about 10% in 2025 and faster in 2026, while revenue has not grown. We see no contract, backlog or demonstrated trend that turns this into a profit, so none of our cases assumes one. The regulatory question. In April 2024 NextNav asked the FCC to reconfigure the Lower 900 MHz band so its spectrum could carry 5G-based positioning services. The FCC mentioned the request in a March 2025 inquiry on GPS backup, but as of the March 2026 annual report no rule change had been adopted. If the FCC approves, the spectrum could be worth many times our figures. That outcome has not happened, and we cannot value a regulatory decision that has not been made, so our cases give it no credit. This is the biggest reason our values could prove far too low. Balance sheet. In March 2025 the company borrowed $190 million through 5% secured convertible notes due June 2028 and repaid its $70 million of 10% notes. The June 30, 2026 balance sheet shows no borrowings. Over the first half of 2026 the share count rose by about 31.6 million, to 167.0 million, and warrant exercises brought in about $100 million, which is consistent with the notes having been converted into roughly 15 million shares. The company held $228.8 million of cash and short-term investments. About 22 million warrants remain, with exercise prices of $11.50 to $20.00, and the $11.50 warrants expire on October 28, 2026. We have not assumed they are exercised. If they were, they would bring in cash. How we value it. Because the business spends cash rather than generating it, its value comes down to three things: the cash on hand, how much of that cash is spent before the spending stops or has to be refinanced with new shares, and what the spectrum is worth at the end. Management has said it expects to fund longer-term needs with its cash and with new equity or debt. It has raised new money in every year since 2023 (notes in 2023 and 2025, warrant exercises in 2024 and 2026), so we assume spending continues. Future spending is discounted at 6%. Base case: spending runs at about $70 million a year, in line with the 2026 pace and about 15% above 2025, with no improvement assumed. Revenue stays near today's level. The cash lasts about 3.3 years. After that there is no identified source of value except the licenses, which we carry at their book value of about $36 million. That value is supported by the 2025 purchase and by the company's annual impairment review. The business is worth about $56 million: $229 million of cash, less about $203 million of discounted future spending, plus about $30 million for the discounted licenses. It owes nothing, so shareholders are left with about $56 million, or $0.34 per share. Bear case: costs keep climbing about 10% a year from $75 million, as they did in 2025 and 2026, and the cash is gone in under three years. The FCC does not act. Continuing past that point needs new share sales, which leave today's holders with about half of what remains. The licenses fetch only half their book value, because they carry FCC operating conditions and the only market price paid for similar licenses was mostly in NextNav's own stock. The business is worth about $32 million and owes nothing, or $0.19 per share. Bull case: management brings spending back to the $55 million it achieved in 2024, so the cash lasts about 4.2 years. The licenses are valued at the price NextNav itself paid in 2025, about $33 million for 4 MHz. Applied to all 12 MHz, that is about $99 million. The business is worth about $109 million and owes nothing, or $0.65 per share. Accounting judgements. We charged stock-based pay as a real cost ($16.6 million in 2025). We ignored large non-cash accounting swings from changes in the value of the warrants and convertible notes (for example, a $77 million loss in 2025), because they did not move cash. We treated the 2025 spectrum purchase as an acquisition rather than ordinary capital spending. Owner-earnings-per-share figures for 2020 and 2021 use share counts from before the October 2021 SPAC merger and are not comparable with later years. The first-half 2026 figures come from the company's structured quarterly data. We inferred the note conversion from the balance sheet, not from a narrative disclosure. What would make this wrong. The main risks to these values are an FCC decision in NextNav's favor, a large Pinnacle or TerraPoiNT contract that actually changes revenue, or a sharp cut in spending. On the downside, spending could run on for many years funded by new shares, which would push today's holders' value toward zero.

Chart analysis
Price-history data was not available for this review, so this is a limited reading built from reference points in the company's filings. NextNav began trading on Nasdaq in October 2021 through its merger with Spartacus Acquisition Corp. The filings value shares issued at $14.22 in November 2024 and at $17.07 in September 2025, which suggests the stock gained ground from late 2024 into late 2025. In the first half of 2026, holders exercised warrants worth about $100 million and the $12.56-conversion-price notes were converted into stock. Both events usually happen only when the stock is above those strike levels, so a chartist would likely read the $11.50-$12.56 area as a zone the stock held above during that period. A chartist would also treat the October 28, 2026 expiry of the $11.50 warrants as a possible supply overhang. We cannot assess trend lines, volume or moving averages without the actual price series.
