Margin of safety$3.75 ComplexityHigh Updated
-$6.40 $11.80
bear -$6.40 base $7.45 bull $11.80 margin of safety $3.75 market price* $40.17
MP Materials owns and operates Mountain Pass, the only integrated rare earth mining and processing site in North America, and is building out a second stage of business: manufacturing the permanent magnets used in electric motors, wind turbines, robotics, and defense systems at its Independence facility in Texas, with a second magnet plant (the "10X" facility) now under construction. The central fact shaping this business, and this valuation, is price. Neodymium-praseodymium (NdPr), the key rare earth used in magnets, is priced globally in a market China dominates as both producer and buyer, and Chinese oversupply pushed prices to unprofitable levels for MP in 2023 and 2024, turning what had been a strongly cash-generative business in 2021-2022 into a loss-making one, even as the company kept building its magnet factory through the downturn. Owner earnings (cash generated for shareholders after real costs, including the capital needed to sustain the existing business) ran positive at roughly $0.69-$0.74 per share in 2021-2022, then swung to losses of roughly $1.08, $1.50, and $1.20 per share in 2023, 2024, and 2025 respectively, as depressed prices met continued heavy construction spending on the magnet business. That volatility is the reason for a major event in July 2025: the company signed a set of agreements with the U.S. Department of War establishing a price floor of $110 per kilogram for its NdPr products, effective from the fourth quarter of 2025, with the government making up any shortfall if market prices fall below that level (and MP keeping most of the upside if prices rise above it). Alongside the price floor, the government committed to guarantee at least $140 million a year of earnings from the new 10X magnet facility once it is built (expected to begin start-up in 2028), agreed to buy that facility's output, invested $400 million directly into the company through preferred shares paying a 7% dividend, and lent the company $150 million to expand refining of heavier, harder-to-process rare earths. The company separately signed long-term magnet supply agreements with General Motors and Apple, the latter including $200 million of prepayments and a magnet-recycling facility at Mountain Pass, and raised over $700 million in new equity in mid-2025. Together these materially de-risk the business going forward, but they are new: only one quarter of 2025 operated under the price floor, so the historical financial record understates what the protected business should produce, while the historic record still matters because it shows how severe the downside can be without that protection. We valued the shares under three scenarios. The base case assumes a gradual recovery toward the roughly $0.75-per-share earning power the company demonstrated in 2021-2022, aided by a full year of price-floor protection from 2026 onward, growing revenue from the General Motors and Apple magnet contracts, and a meaningful contribution once the 10X facility starts up around 2028-2030, informed by the government's $140-million-a-year guarantee for that plant. The bull case assumes the same drivers execute somewhat faster and more fully, with the 10X facility reaching scale and its guaranteed earnings arriving on schedule. The bear case reflects a risk the company itself discloses: the government's authority to make these unusual, first-of-their-kind investments rests on an untested use of wartime production law, and the filings note this arrangement could be challenged, modified, or unwound. If that happened, or if the 10X facility were meaningfully delayed, the business would fall back on unprotected rare earth pricing similar to the 2023-2024 downturn for an extended period while still carrying the debt and preferred dividends taken on since 2025. On that basis, we estimate the shares are worth in the neighborhood of $7 to $8 in the base case, with a bull case near $12 if the government partnership delivers as described, and a bear case that is negative — the business would be worth less than the roughly $6.50 per share of debt and preferred stock ahead of common shareholders once cash on hand is applied. That bear outcome does not mean the company would run out of cash; MP holds substantial cash reserves that can service its obligations through a multi-year downturn. It means that if the price floor and the 10X guarantee were taken away, the underlying mining and magnet business, at its demonstrated unprotected economics, would not be worth more than what is owed ahead of common shareholders. Given this spread, and the genuinely novel legal structure underpinning the government partnership, the margin-of-safety price is set considerably below the base-case estimate, around $3.75 per share, to build in a cushion against both the historical price cyclicality and the uncertainty around a five-year-old company relying on a first-of-its-kind government deal. One accounting note: in the DCF, ordinary capital spending needed to sustain existing operations was separated from capital spending that builds new capacity (like the magnet factories), so only the former reduces owner earnings. Because rare earth prices fell in 2023 and 2024 even as new-capacity spending continued, the formula used to make that separation attributes essentially all of that period's capital spending to "maintenance," which likely overstates the true ongoing cost of running the existing mine and probably makes 2023-2024 look worse than the sustainable business really is. We have flagged this plainly rather than adjusting the historical figures.

Sales geography
United States — sales are booked to U.S. customers: the U.S. Department of War (formerly Defense), General Motors, Apple, and other U.S. and international magnet/automotive buyers. Mining and processing operations are in the West (Mountain Pass, California) and South (Fort Worth, Texas). The company ceased shipments of rare earth concentrate to China in 2025 amid trade tensions, so current revenue is overwhelmingly domestic.
