MBIA is a financial guarantee insurer that stopped writing new business in 2017 and now simply runs off the municipal bond policies it already sold. There is no growth engine here, and there has not been a profitable year in a decade: owner earnings, measured as net income available to common shareholders, were negative in all ten years from 2016 through 2025, ranging from -$2.54 to -$13.50 per share and totaling roughly $4.9 billion of cumulative losses. Reported book value is deeply negative at about -$45.58 per share, but that headline overstates the damage to shareholders, because it consolidates a structured-finance subsidiary whose $940 million of surplus notes and $1.68 billion of deferred, unpaid interest are not obligations of the parent and will almost certainly never be paid; management itself says that subsidiary's fate would have no material economic impact on the parent. Strip it out and what shareholders own is the municipal insurer National, which held $968 million of regulatory capital at mid-2026 and is slowly rebuilding it, plus $337 million of liquid assets at the parent, against roughly $370 million of parent debt: an underlying asset value near $12 per share if it could all be collected today. It cannot. With no earnings stream to grow, value depends entirely on how much of that capital survives the run-off and how long the New York insurance regulator takes to release it, and both are open questions. The bear case assumes the unresolved Puerto Rico power authority litigation goes badly, further reserve strengthening consumes more than half of National's capital, and the regulator keeps the rest trapped while parent interest and expenses grind down the cash; discounted at 12%, that leaves nothing, a total loss of shareholder value. The base case assumes a partial Puerto Rico recovery costing about a fifth of National's capital and gradual release of the remainder over roughly a decade through routine and occasional special dividends, discounted at 11%, worth about $3.19 per share. The bull case assumes Puerto Rico resolves near carried value and the company is sold, with part of a $524 million tax loss carryforward monetized and proceeds received within about four years at a 9% discount rate, worth roughly $8.53 per share. We anchor our buy price on the bear case rather than the base case, because zero is not a remote tail here: ten consecutive losing years, a portfolio still holding $1.6 billion of below-investment-grade exposure, and a regulator that has blocked payments at the sister company every year since 2013 all make a wipeout a live outcome. Our confidence that shareholders recover meaningfully more than a token amount is close to a coin flip, so we apply a very large margin of safety to a probability-weighted value, giving a buy price of $1.25.
