Business condition attached to the margin of safety The business generates roughly $1.5 billion or more a year of cash before interest (after all network construction spending and without counting customer prepayments) for at least four straight quarters, with net debt at or below about $10 billion.
Lumen Technologies sells fiber-optic and network services. Its main segment, Business, had 2025 revenue of $9.9 billion from enterprise, wholesale and government customers, and includes a fast-growing line called Private Connectivity Fabric, which builds dedicated network capacity for large cloud and AI companies that pay a large part of the price in advance. The Mass Markets segment ($2.5 billion) is mostly older copper-based consumer and small-business service, which keeps shrinking. Total revenue has fallen from $23.4 billion in 2018 to $12.4 billion in 2025 because of steady decline in older voice and broadband products and divestitures, including the Europe, Middle East and Africa business sold in November 2023. On February 2, 2026 Lumen also sold its Mass Markets fiber-to-the-home business in 11 states to AT&T for about $5.75 billion in cash and used most of the proceeds to cut debt. Long-term debt was $13.2 billion at June 30, 2026, down from $17.4 billion at year-end 2025, and cash was $1.9 billion. How we measured earnings. We start with operating cash flow and remove working-capital swings, stock compensation and the growth part of capital spending. Per share, that gives $0.52 for 2023, $(0.63) for 2024 and $(2.95) for 2025 (about 1.0 billion shares). The 2025 figure is depressed because customers prepaid $2.7 billion for Private Connectivity Fabric capacity, which we treat as a timing item and not as earnings, while Lumen spent $4.4 billion on capital projects. We did this deliberately. At June 30, 2026 Lumen carried $9.2 billion of deferred revenue ($8.2 billion non-current and $1.0 billion current), which is cash already received for capacity and services still to be delivered. In the first half of 2026 it received $1.77 billion of such prepayments and spent $1.85 billion on capital projects, so counting the prepayments as earnings would credit cash that has already been spent. The revenue Lumen recognizes from those prepayments later is not new cash, so we do not count it either. The 2025 filing lists $6.0 billion of contracted future revenue, down from $6.4 billion a year earlier, which supports a gradual decline and no more. Because debt is valued separately, we add back cash interest paid (about $1.1 to $1.2 billion a year) to get the cash the business produces before its lenders: $1.67 per share in 2023, $0.63 in 2024 and $(1.72) in 2025. We measure from 2023 onward because the business before the 2023 divestiture was larger and different. The middle of those three years is $623 million a year ($0.62 per share). The 2026 fiber-to-the-home sale is a completed change, so we adjust for it: the company says the sale cuts fiber capital spending by about $1 billion a year, and we subtract up to about $640 million of lost cash flow (the year-over-year drop in second-quarter 2026 revenue of $287 million, annualized, at the 56% margin of the Mass Markets segment; this overstates the loss because it includes ordinary decline in older services). That adds about $360 million and gives a starting level of about $983 million a year. Growth check. Business cash flow per share fell from $0.63 in 2024 to $(1.72) in 2025, mostly because of the prepayment and construction timing described above. The base case assumes a 3% decline in the first year, which is better than that actual result. The dated reason is the February 2, 2026 closing of the sale, which removes about $1 billion of yearly capital spending that the 2023 to 2025 results include. No growth is credited in any case. Left out: new Private Connectivity Fabric contracts (management says it cannot assure any additional agreements), the 5% rise in the Business segment's growth products in 2025 (one year, not a multi-year record), and any margin improvement. Bear case: $(10.91) per share. Business cash flow starts at $300 million a year, well below the starting level and far above the 2025 actual of $(1.7) billion only because spending would have to be cut, then falls 6% a year for ten years and 8% a year after. This follows evidence in the filings: older Business products (Nurture -15%, Harvest -9% in 2025), a 12% fall in Business segment adjusted earnings in 2024, and the company's own warning of construction delays and cost overruns on the capacity it is obligated to build. The business is worth about $2.4 billion. It owes about $13.3 billion ($13.2 billion of debt at book value plus about $1.0 billion for interest above 6% over the coming years, less about $0.9 billion of cash beyond operating needs). The company would owe more than it is worth by about $11 billion, which means the shares would likely be worth little or nothing in practice. Year-end 2025 maturities were $0.7 billion in 2028, $3.8 billion in 2029, $2.2 billion in 2030 and $11.0 billion in 2031 and later, and Lumen issued 8.5% notes due 2036 in December 2025, which shows what new debt costs. Base case: $(3.61) per share. Business cash flow starts at about $983 million and falls 3% a year for ten years (to about $725 million), then 6% a year, in line with 5% to 10% yearly revenue declines in recent years. The business is worth about $9.4 billion. It owes about $13.0 billion ($13.2 billion of debt, plus about $0.7 billion for above-market interest, less about $0.9 billion of spare cash). The company owes more than it is worth by about $3.6 billion on what we can currently evidence. Bull case: $5.23 per share. The company's own levers work: the capacity build for customers finishes, the roughly $1 billion capital saving sticks, and business cash flow returns to about $1.6 billion a year, the level actually reached in 2023 (it was $1,645 million), building through $1.1 billion and $1.35 billion in the first two years, then declining 2% a year for seven years and 4% after. The business is worth about $18.0 billion. It owes about $12.7 billion. The difference is about $5.3 billion. No new contracts are assumed. We tested the base case against one hard fact, the size of the prepayment liability. If the $9.2 billion of deferred revenue were instead counted as earned, value would look much higher, but that cash has been received for services still to be delivered and mostly spent on the network, so we did not rely on it. What we could not reconcile: the split of capital spending between customer-funded capacity and other projects is not disclosed, and a cash-flow line for other long-term assets and liabilities swung from +$500 million in 2023 to +$655 million in 2024 and -$525 million in 2025 without a clear explanation; we left it in earnings. What would make this wrong: if the capacity Lumen has built produces meaningful new recurring cash beyond the prepayments, or if capital spending falls faster than we assume, value would be higher; if construction costs overrun or the older business shrinks faster, the bear case is closer. Change from our earlier analysis: earlier we valued the shares at $2.94, $12.55 and $28.43 for bear, base and bull with the fiber sale still pending. Now that the sale has closed and debt has fallen by $4.2 billion, we have valued the business before its debt and then subtracted the roughly $13 billion that is still owed, we no longer count growth from expected new AI contracts, and we do not count customer prepayments as earnings. Those changes, not a deterioration in the sale proceeds, lower our estimates.

Chart analysis
The company's disclosures do not include a price series, so this is a read of the long-run picture rather than of individual price levels. The shares trade on the New York Stock Exchange under LUMN. A chartist would see a multi-year downtrend that tracks the fall in revenue from $23.4 billion in 2018 to $12.4 billion in 2025 and several large write-downs, with the low-priced shares repeatedly failing at lower highs during that stretch. More recently the picture has been a base-and-recovery pattern as the AI-related network contracts and the 2026 sale of the fiber-to-the-home business improved sentiment and cut debt. Chart readers would watch whether the shares can hold above prior breakout levels on rising volume, or whether the recovery fades back into the long downtrend. Because the earnings record is volatile, the price tends to move sharply on news about new contracts, debt actions and quarterly cash flow.
