H2O America, renamed from SJW Group in May 2025, is a regulated water utility holding company serving California, Connecticut, Maine and Texas through San Jose Water, Connecticut Water, Maine Water and The Texas Water Company. State regulators set its rates, and the heavy construction spending it does is added to a rate base on which it is allowed to earn a return, so we measure earnings power as net income available to shareholders rather than cash flow after construction spending; deducting plant investment would treat the company's main value-creating activity as a cost. On that basis earnings per share match the diluted figures in the annual reports: $2.57 in 2016, a dip to $0.82 in 2019 during the Connecticut Water merger, then $2.14, $2.03, $2.43, $2.68, $2.87 and $2.92 for 2020 through 2025. The shape of that record matters more than the endpoints. Profit nearly doubled over the decade, from $53 million to $103 million, but earnings per share rose only about 14 percent, roughly 1.5 percent a year, because the share count grew from 20.6 million to 35.1 million. In early 2026 the company issued about 5.7 million more shares, lifting the count near 41.8 million, partly to fund its pending $540 million purchase of the Quadvest water and sewer systems in Texas. That is the defining feature of the business: construction spending runs far above the cash the utility generates, $490 million of company-funded plant additions in 2025 against $245 million of operating cash flow, so the gap is bridged every year with new borrowing and new stock and much of the profit growth is absorbed before it reaches existing owners. The company also earns less than regulators permit, about 6.7 percent on book equity in 2025 against authorized returns of 9.3 to 10.9 percent, reflecting the lag between spending money and being allowed to charge for it. We start from a normalized $2.78 per share, spreading 2025 profit over the enlarged share count while giving partial credit for the new money being put to work. The downside case assumes per-share earnings grow only about 1 percent a year, the pace actually achieved over the past ten years, with a higher discount rate for the risk that rate-recovery lag persists and the Texas purchase price is not fully reflected in future rates; that gives roughly $28 a share. The base case assumes about 5 percent growth, below the 6.4 percent of the last five years but well above the ten-year record, and gives about $53. The upside case assumes about 7.5 percent growth, close to the best stretch actually sustained, helped by faster-growing Texas territories and better rate decisions, and gives about $74. Because the utility's borrowings are already an ordinary cost inside reported profit, we do not deduct that debt a second time from these per-share values. The margin-of-safety price is anchored on the base case, since the revenue is about as dependable as any business gets, but with a wide margin of safety of roughly 40 percent, giving a margin-of-safety price of $32, because confidence in the growth assumption is only moderate. The open question is not whether the company keeps selling water; it is whether the profit from all that construction reaches shareholders rather than being consumed by the shares and debt needed to pay for it, and the ten-year record there is not encouraging. At $32 even the downside case is roughly covered. One caveat: the Texas acquisition had not closed as of the latest annual report, so its earnings effect is an estimate rather than reported history.

2025 $2.92 ▼
Regulated water utility - net-income basis. OE = net income available to common $102,578k; SBC ($6,444k) and capex not deducted - SBC is already expensed in net income and capex is rate-base investment earning a regulated return. $102,578k / 35,102,487 diluted shares = $2.922, ties to reported GAAP diluted EPS of $2.92. Context: CFO $244,803k vs company-funded utility plant additions $489,607k; a CFO-minus-capex OE would be deeply negative and meaningless here. Source: FY2025 10-K (0001628280-26-012438).
2024 $2.87 ▼
Regulated water utility - net-income basis.
