Frequency Electronics (FEIM) makes precision atomic clocks and other timing and frequency products for satellites and U.S. Department of War programs, GPS-based timing products through its FEI-Zyfer unit in California, and, more recently, quantum sensors. It is a small contractor and results swing with contract timing. Revenue was $55.3 million in fiscal 2024, $69.8 million in fiscal 2025 and $63.2 million in fiscal 2026 (year ended April 30, 2026). Gross margin was 33.6%, 43.1% and 29.1% in those years, and operating income went from a $11.7 million profit in fiscal 2025 to a $3.0 million loss in fiscal 2026. Fiscal 2026 carried a $3.8 million non-cash inventory write-down and a small goodwill charge from shutting the FEI-Elcom manufacturing business on April 30, 2026, engineering hiring ahead of expected volume, the cost of opening a Colorado facility, and a one-time change in paid-time-off accounting. How we measured earnings. We look at what the business leaves for shareholders: operating cash flow, with the swings in receivables, inventory, contract assets and customer advances taken out, with stock-based pay and the company's largely stock-funded 401(k) contribution charged as real costs, and less the capital spending needed just to stay in business (spending above that, tied to revenue growth, is treated as growth spending). Per diluted share, that figure was about -$0.69, +$0.31, -$0.67, -$0.28, +$0.79, +$1.46 and -$0.01 for fiscal 2020 through 2026. We judge the business from fiscal 2020 on, a window that starts after the Gillam sale and includes two weak stretches and the fiscal 2024-25 peak; earlier years are recorded but excluded because they were reshaped by the divestiture. The middle year of that window is roughly zero and the seven-year average is about $0.14 per share a year once small interest payments are added back. The line items tie exactly to reported operating cash flow for fiscal 2020 and 2022 through 2026; for fiscal 2021 the working-capital total is derived by difference. Inventory reserve provisions ($0.6 to $1.2 million a year, and the $3.8 million write-down in fiscal 2026) are non-cash and are added back, but they recur in defense work, so we treat that risk in the bear case rather than by lowering the earnings level. Why the near term looks better than last year. Owner earnings fell from about $14.0 million in fiscal 2025 to about -$0.1 million in fiscal 2026, yet our base case assumes about $6.4 million for fiscal 2027. The reasons are dated and in the filings. Backlog rose from $70 million to $111 million at April 30, 2026, and about 73% (roughly $81 million) is scheduled for delivery in the year ending April 30, 2027. Orders received (revenue plus the change in backlog) were roughly $48, $58, $76, $62 and $104 million in fiscal 2022 through 2026, so revenue has been refilled every year. And the first quarter of fiscal 2027 (ended July 31, 2026) showed revenue of $23.5 million against $13.8 million a year earlier, a 45.8% gross margin and $5.2 million of operating income. One quarter does not set our earnings level; our base case for fiscal 2027 assumes only a 9.6% operating margin, well below that quarter's 22%. Base case: worth about $11.9 million as a business, owes nothing, so $11.9 million or $1.22 per share (about 9.8 million diluted shares). Fiscal 2027 revenue of $81 million (the scheduled backlog) at a 37% gross margin (the average of 33.6%, 43.1% and 35.1%, the last being fiscal 2026 excluding the inventory write-down) against operating costs of about $22 million (the first-quarter run rate) gives about $6.4 million of owner earnings. Revenue then settles at $70 million in fiscal 2028 ($2.0 million) and $65 million from fiscal 2029 ($0.4 million a year), held flat: $65 million sits between the last three years of revenue and the orders actually booked, and at this cost base it earns very little, which matches the seven-year record. Growing revenue ties up cash in inventory and contract assets (about 43 cents per dollar of revenue at April 30, 2026), so the case charges a $7.7 million build in fiscal 2027 and gets back $4.8 million and $2.2 million as revenue eases. Credited: conversion of contracted backlog and the order flow that has refilled revenue every year since 2022. Left out: new-market growth (alternative navigation and timing, quantum sensing, proliferated satellites, the Colorado site) and the operating leverage management expects, because none is under contract beyond the backlog or shown in results yet. Bear case: worth about $2.2 million as a business, owes nothing, so $2.2 million or $0.22 per share. Two government contracts were terminated in fiscal 2026, all government contracts can be terminated for convenience, the company bears cost overruns on fixed-price work, and gross margin was only 18% to 19% in fiscal 2022 and 2023. The bear case has revenue slipping to $72 million in fiscal 2027 at a 33% margin ($0.3 million of owner earnings), then orders falling back to the fiscal 2022 level, with revenue of $50 million (the ten-year median) in fiscal 2028 and $48 million in fiscal 2029 at 30% margins. That produces losses of about $5.1 million and $2.6 million before management cuts costs, as it did between fiscal 2021 and 2023 when operating expenses fell from $17.9 million to $12.5 million. The bear case settles at $45 million of revenue and about $0.1 million a year, and it counts the roughly $11.7 million of inventory and contract-asset cash released as revenue shrinks (fiscal 2018 released $8.6 million when revenue fell about 22%). Bull case: worth about $87.3 million as a business, owes nothing, so $87.3 million or $8.91 per share. Backlog converts on schedule and the first-quarter economics hold: fiscal 2027 revenue of $90 million at a 43% gross margin (fiscal 2025 was 43.1%) gives about $14.7 million, followed by $9.4 million on $85 million in fiscal 2028, then $4.8 million a year on $75 million of revenue, in line with the fiscal 2024 to 2026 order average of about $81 million. It charges the extra cash tied up in working capital. Roughly half of the bull value comes from that flat $4.8 million a year continuing indefinitely, which rests on the company's decades of qualified timing products on satellite and defense programs. Debt and balance sheet. The company has no borrowings and paid only $87,000 of interest in fiscal 2026. On June 12, 2026 it signed a three-year $10 million secured revolving credit facility with JPMorgan Chase maturing June 12, 2029; nothing had been borrowed at April 30, 2026. Cash was $1.6 million plus $1.3 million restricted, which we treat as needed to run the business. Deferred compensation of $7.7 million is matched by $11.7 million of life insurance and trust assets; neither is counted. Book equity is $56.4 million (about $5.77 per share) but includes a $14.1 million deferred tax asset, $22.6 million of inventory and $17.3 million of contract assets, so our values reflect what the operations earn, not book value. What changed since our August 2026 view ($1.44 / $3.89 / $9.63). The larger backlog and strong first quarter raise our fiscal 2027 estimate, and the 6% discount rate is lower than the 11% to 12% used before. Working the other way, the earnings level we capitalize beyond the backlog is much lower (about $0.4 million a year in the base case versus $3.0 million before), because stock-paid costs are now charged in full and growth is credited only where contracts or a repeating record support it. The net effect is a lower base and bear and a slightly lower bull. What would make this wrong. We tested the base case's 37% margin against the filing (29.1% reported in fiscal 2026, 35.1% excluding the write-down, 45.8% in the latest quarter) and its reliance on backlog, which the company says can change through cancellations and change orders. If orders stay near $100 million a year and margins hold near the latest quarter, value moves toward the bull case; if further contracts are terminated or fixed-price programs overrun, it moves toward the bear case. The margin-of-safety price is around $0.60 a share, about half the base value and well above the bear value, because results are lumpy and the earnings beyond the backlog are thin.

Chart analysis
The annual report does not include a stock price history table or performance graph, so no trend, support or resistance levels can be read from the filings and no chart view is offered. What the filings do show: the shares trade on the Nasdaq Global Market under FEIM with about 613 holders of record; no dividend was paid in fiscal 2026 after a special dividend of about $9.6 million was paid in fiscal 2025; and the company bought back about $1.6 million of its own stock in fiscal 2026. A chartist would want to study how the price reacted around the two most recent results releases, the fiscal 2026 annual report filed July 17, 2026 and the first-quarter fiscal 2027 report filed September 14, 2026 (revenue up about 70% from a year earlier), but a price series is needed for that.
