Business condition attached to the margin of safety At least two consecutive quarters of renewed positive year-over-year revenue growth following the April-June 2026 revenue decline, alongside continued narrowing of cash losses.
EVgo operates a nationwide network of direct-current fast-charging stations for electric vehicles across the United States, earning revenue from drivers who pay to charge, from automakers (including a General Motors/Pilot Company partnership to build and operate dedicated charging stalls at Pilot travel centers), and from California's Low Carbon Fuel Standard credit program. The business is still young (it became a public reporting company via a 2021 merger) and has been in heavy build-out mode: revenue has grown from $22 million in 2021 to $384 million in 2025, funded by very large capital spending on new charging stalls. Because the network has been built out so far ahead of the revenue it currently produces, cash losses (after removing non-cash charges like depreciation and stock compensation, and after separating new-site construction spending from the smaller ongoing cost of keeping existing stalls running) have been substantial throughout 2021-2025, though narrowing sharply as the network has matured: roughly $0.63 of cash loss per share in 2023, improving to $0.32 in 2024 and $0.18 in 2025. We used the 2023-2025 period as the base level for this analysis, since 2021-2022 reflect an initial build-out phase not representative of the network today. Because EVgo's economics flow through both its public share class and a separate class of units held by an outside investor group, per-share figures here are calculated across the combined, fully-converted share count, which is the correct base for judging what a share of the public stock is worth. A note on financing: EVgo has begun drawing on a U.S. Department of Energy loan guarantee program (potentially over $1.2 billion in total, of which about $141 million was drawn as of the end of 2025) to fund construction of roughly 7,500 new charging stalls, at a favorable interest rate near 5.6%. A second, smaller facility (up to $300 million) carries a materially higher floating rate. This debt is a real and growing obligation for shareholders, and we have subtracted it, net of the company's unrestricted cash, from the value of the business to arrive at the per-share figures below. We looked hard for a reason to doubt the recent growth trend, since revenue growth had been very strong (nearly 200% in 2023, slowing to 60% in 2024 and 50% in 2025). We found one: the most recent quarter reported (April-June 2026) showed revenue down about 16% from the same quarter a year earlier - the company's first disclosed quarterly revenue decline - even as the first quarter of 2026 was still up sharply year over year. We could not find a filed explanation for this reversal. This, combined with the loss of federal EV purchase tax credits and the 2025 repeal of California's zero-emission-vehicle sales mandate (both of which General Motors cited in January 2026 when it took a $6 billion charge tied to scaling back its EV investment), is a real, dated reason to expect much slower growth ahead than the company has posted historically, and we have built our base case around that slower path rather than the recent historical growth rate. Three cases: Bear case: growth stays flat to low-single-digits for the next decade, consistent with the regulatory headwinds above persisting and the recent quarterly reversal not resolving; losses never turn to profit within the 10-year window. On this path, and after subtracting the company's debt, the business is worth less than nothing to shareholders - our estimate is a shortfall of roughly $1.95 per share. This is a real possibility for a young, debt-financed infrastructure business whose profitability path is not yet proven, not a worst-imaginable scenario. Base case: revenue growth slows further in the near term (to roughly the pace seen in the first half of 2026) before stabilizing at a modest mid-single-digit pace, while the cost efficiencies the company has already demonstrated as it has scaled continue at a decelerating rate, crossing into modest per-share profitability around year five and reaching a mature, low-single-digit-percent margin on revenue by year ten. We treat the completed, paid-for charging network as a durable asset (similar to a toll road or utility) that continues generating cash beyond year ten at roughly that year-ten level, reflecting the government-backed low-cost financing and physical site network that would be difficult for a competitor to replicate, without assuming any further EV-adoption tailwind. After debt, this case is worth approximately $0.49 per share. Bull case: the already-funded and under-construction stall build-out (the DOE-backed 7,500-stall program and the GM/Pilot partnership) completes and reaches good utilization, and the company's best-demonstrated (not merely hoped-for) pace of margin improvement continues, reaching sustained high-single-digit margins by year ten. We have not assumed any recovery in EV demand generally - only execution of capacity that is already funded and being built. This case is worth approximately $3.06 per share after debt. Given how wide this range is, and that the low end of the range implies shareholders could be left with nothing or worse once debt is repaid, the margin-of-safety price is set at a very large discount to the base case, and it assumes the recent growth slowdown resolves - specifically, a return to consistent year-over-year revenue growth for two or more consecutive quarters.

SBC=$10,942K. Maintenance capex treated as ~$0: FY2021 total capex ($65,003K) was 293% of revenue ($22,214K), i.e. the network was in its initial build-out with a negligible installed base to maintain, so essentially all capex was growth capex (judgment call; the standard capex-ratio formula was not applied to this pre-scale year because it produces an unreasonable result at these extreme ratios - see FY2023-25 for the formula applied to a more representative period). Sales geography
United States - nationwide public fast-charging network across major metro areas and highway corridors, with meaningful revenue concentration in California (both from charging demand and from California-specific Low Carbon Fuel Standard regulatory credit sales), plus dedicated OEM-partner sites (with General Motors and the Pilot Company) at travel centers across the country.

Chart analysis
EVGO has traded as a highly volatile, low-priced de-SPAC name since its 2021 debut, the pattern typical of early-stage EV-infrastructure issuers: a post-merger peak followed by a steep, multi-year de-rating into the low single digits, punctuated by sharp event-driven spikes (such as around the DOE loan guarantee award) and equally sharp round-trips lower. A chartist would note choppy price action with no sustained multi-year uptrend established, elevated volatility typical of the group, and a stock that moves more on financing and policy headlines than on a stable technical trend, rather than showing a textbook basing pattern.
