CSB Bancorp is the holding company for a community bank in Holmes County, Ohio, a market it has served for more than a century and where its deposit costs have historically run below the regional average. Earnings per share have compounded at roughly 8% a year since 2016, rising from $2.46 to $5.07 in 2025, with a dip to $3.76 in 2024 as funding costs caught up with loan yields before recovering last year. Return on equity was 10.94% in 2025 and book value per share finished the year at $48.07. For a bank, the thing a shareholder actually owns is sustainable earning power: deposits and borrowings are the raw material of the business rather than a claim to be netted against its value, so we value the distributable portion of earnings - the part not required to fund balance-sheet growth - and add nothing for the balance sheet itself. The bear case assumes returns settle at 9% with 1.5% long-run growth, discounted at 11.5%. The base case assumes 11% returns and 4% growth discounted at 10%. The bull case assumes 12.5% returns and 6% growth discounted at 9%. Each of the three reconciles closely with what a price-to-book calculation on identical assumptions would produce, which gives us reasonable confidence in the range - call it 75%. We anchor the buy price on the base case and require a 35% discount to it, which lands meaningfully below book value. That is the appropriate margin for a bank of this size, where a single credit cycle in a concentrated local economy, rather than any secular decline, is the main threat to the earnings stream. The bank is small and thinly traded, so the ability to buy at a chosen price is itself uncertain.
