Clearwater Paper is now a pure-play maker of bleached paperboard (solid bleached sulfate) sold to folding-carton, foodservice and liquid-packaging customers, made at mills in Lewiston, Idaho; Cypress Bend, Arkansas; and Augusta, Georgia (bought from Graphic Packaging in May 2024 for about $700 million). On November 1, 2024 it sold its private-label tissue business to Sofidel for about $1.06 billion and used the proceeds to repay debt. Because the company today is very different from the one that reported through 2023, we value only the current paperboard business and give little weight to earlier owner-earnings figures, which include tissue. Earning power. Owner earnings (operating cash flow, less swings in working capital, less stock compensation, less the part of capital spending needed just to keep the mills running) were about $26 million in 2025, or $1.61 per share. That figure is flattered by a $23 million partial insurance recovery on the Augusta acquisition warranty claim, roughly offset by integration and severance costs. 2025 operating cash flow of $12.3 million was depressed by about $57 million of tax paid on the tissue sale; we strip that timing effect out. We do not lift the earnings level for anything that has reversed: the company says 2026 revenue will be $1.45-1.55 billion with lower carry-over pricing from 2025, input costs rising 2-3%, about $50 million of planned maintenance outages, and early-2026 severe weather at Augusta and Cypress Bend has already cost roughly $20 million of EBITDA. The first quarter of 2026 produced only $0.5 million of operating cash flow and a net loss of $12.8 million. Trailing owner-earnings growth is not meaningful (2024 was negative because of the acquisition and divestiture year), so we start the base case from a lower 2026 rather than assuming a rebound. Base case: about -$0.30 per share in 2026 (weather losses and lower pricing), then a normalized $1.00 a year from 2027, no growth, for 20 years and nothing after. We credit no market recovery, share gains or new products because none is contracted or proven. The $1.00 is the 2025 level less the non-recurring $6 million insurance credit in cost of sales and an allowance for the disclosed lower pricing net of productivity gains. We stop at 20 years because this company has itself closed mills in the past, so we do not assume permanence. Value is about $10.5 per share. Bear case: 2026 at -$0.30, 2027 at -$0.20, then $0.30 a year for ten years and nothing beyond. This reflects continued price erosion and cost inflation, and the $275 million of 4.75% senior notes due 2028 being refinanced at materially higher rates (total debt was about $339 million at year-end 2025). Value is about $1.50 per share. Bull case: the weather losses prove one-off (2026 near $0.20), pricing holds, and the 2025 level of cash generation is achieved and improved by lower capital spending (management guides $65-75 million for 2026 versus $88.8 million in 2025), giving about $2.00 a year for 25 years. Value is about $24 per share. What could make this wrong: paperboard is a commodity, so a sustained price decline would hit the bear case; conversely a faster rebuild of margins would favour the bull case. The Lewiston site is shared with Sofidel under a services agreement, which limits some operating flexibility. A further insurance recovery on the Augusta claim (policy limit $105 million) is possible but not included because it is unproven. The 2025 cash-flow statement reconciled to net income and non-cash items once a loss on asset sales was read with the correct sign.
