Artesian is a regulated water and wastewater utility serving Delaware, Maryland and Pennsylvania, and its economics look the way a monopoly utility's should. Earnings per share have compounded at roughly 5% a year over the past decade, from $1.41 in 2016 to $2.21 in 2025, with a return on equity that has sat close to 9% throughout and only one down year - 2023, and that was caused by issuing shares rather than by earnings falling. Because a utility buys its growth with retained earnings and new capital, we value only the portion of profit that could genuinely be paid out to an owner; the remainder is the price of expanding the asset base that produces the growth in the first place. On that basis the bear case assumes rate relief lags cost inflation and growth slows to about 2%, at an 11% required return, worth roughly $19.65 a share. The base case carries 4.5% growth - in line with the ten-year record and with what a 9% return on equity can actually fund - discounted at 9.5%, for about $23.50. The bull case assumes 6% growth from continued mains and treatment investment and wastewater expansion at an 8.5% required return, about $28.75. The main thing an owner is underwriting is the capital programme: spending ran $58.8 million in 2025 against depreciation of only $13.8 million, which is the engine of the growth rather than a warning sign, but it does mean the company depends on continuous access to debt and equity markets and on regulators granting timely returns on that spending. Long-term debt stood at $176.4 million against $249.9 million of common equity, and book value is $24.24 a share. First-half 2026 earnings were up about 6% on the same period a year earlier. Because this earnings stream is unusually predictable and the bear case rests on the company's record rather than a guess, we anchor on the base case and apply about a 25% margin of safety, which puts the margin-of-safety price at $17.50.

2025 $2.21 ▼
Artesian Resources Corporation (ARTNA), a regulated water and wastewater utility serving Delaware, Maryland and Pennsylvania. REGULATED-UTILITY BASIS: owner earnings = net income available to common (the sector convention; the literal CFO - capex - SBC formula is not used because rate-base growth capital spending structurally exceeds operating cash flow at a utility in a build-out phase and would misstate earning power). FY2025 net income 22,822 thousand USD / 10,312 thousand weighted-average diluted shares = 2.2131. EPS TIE-OUT: ties exactly to the reported diluted figure of $2.21. Source: FY2025 10-K, accession 0000863110-26-000025. SCREENS: no going-concern language; not Chinese-controlled (Delaware-incorporated, US operations only); not cannabis, crypto or a shell. TEN-YEAR RECORD (net income per diluted share): 2016 1.414, 2017 1.513, 2018 1.536, 2019 1.600, 2020 1.795, 2021 1.785, 2022 1.898, 2023 1.666, 2024 1.981, 2025 2.213 - a 5.1% compound rate with one down year (2023, caused by an equity issuance rather than an earnings decline). BALANCE SHEET at 31 December 2025: cash 52 thousand, long-term debt 176,408 thousand (of which 2,132 current), common equity 249,922 thousand, book value 24.24 a share, return on equity 9.13%. Depreciation 13,806 thousand against capital spending of 58,845 thousand. H1 2026: net income 12,509 thousand on 10,327 thousand diluted shares (1.211 a share) versus 11,725 thousand / 1.137 in H1 2025, up 6.5%. VALUATION NOTE: because rate-base growth is funded by retained earnings, the DCF discounts DISTRIBUTABLE earnings (payout = 1 - g/ROE) rather than the whole of net income, and adds no net-debt bridge, since net income is already stated after interest.
2024 $1.98 ▼
Artesian Resources Corporation (ARTNA). REGULATED-UTILITY BASIS: owner earnings = net income available to common. FY2024 net income 20,394 thousand USD / 10,296 thousand weighted-average diluted shares = 1.9808. EPS TIE-OUT: ties exactly to the reported diluted figure of $1.98 in the FY2025 10-K (accession 0000863110-26-000025). Literal cash formula: CFO 36,823 - capex 45,942 - SBC 219 = (9,338) thousand. Return on average common equity roughly 8.7% (net income 20,394 on equity of 239,189 at year end). Source: FY2025 10-K comparative column, accession 0000863110-26-000025.
2023 $1.67 ▼
Artesian Resources Corporation (ARTNA). REGULATED-UTILITY BASIS: owner earnings = net income available to common. FY2023 net income 16,699 thousand USD / 10,022 thousand weighted-average diluted shares = 1.6662. EPS TIE-OUT: ties exactly to the reported diluted figure of $1.67 in the FY2025 10-K (accession 0000863110-26-000025). This is the only down year of the decade on a per-share basis, caused by a 5.7% increase in the share count (a common-equity raise) alongside flat net income, plus the heaviest capital spending year of the decade at 62,177 thousand. Literal cash formula: CFO 31,851 - capex 62,177 - SBC 254 = (30,580) thousand. Source: 10-K comparative columns; value identical across three filings.
2022 $1.90 ▼
Artesian Resources Corporation (ARTNA). REGULATED-UTILITY BASIS: owner earnings = net income available to common. FY2022 net income 17,998 thousand USD / 9,481 thousand weighted-average diluted shares = 1.8983. SBC not deducted (already expensed in net income); no preferred stock outstanding. Literal cash formula for reference: CFO 24,265 - capex 48,483 - SBC 152 = (24,370) thousand, or (2.5704) a share - the gap is rate-base growth investment, not an earnings shortfall. Capital spending of 48,483 against depreciation of 12,620 shows the scale of the build-out. Source: 10-K comparative columns; value identical across the FY2022, FY2023 and FY2024 filings.
2021 $1.79 ▼
Artesian Resources Corporation (ARTNA), regulated water and wastewater utility. REGULATED-UTILITY BASIS per the sector convention: owner earnings = net income available to common, NOT CFO - capex - SBC. The literal cash formula runs structurally negative for this filer because rate-base growth capital spending ($40.8m in 2021) exceeds operating cash flow ($31.3m), and that spending creates rate base on which the company earns a regulated return, so it is value-creating investment rather than a cost of maintaining earning power. FY2021 net income 16,827 thousand USD / 9,426 thousand weighted-average diluted shares = 1.7852. SBC is NOT deducted - it is already expensed in net income. No preferred stock outstanding; net income equals income available to common (Class A Non-Voting and Class B). For reference the literal formula would give CFO 31,310 - capex 40,814 - SBC 193 = (9,697) thousand, or (1.0288) a share. Source: FY2023 10-K comparative column, accession 0000863110-24-000029 (values identical across the FY2021, FY2022 and FY2023 filings).
